I realise that you are referring to pakistan here but, most ex French colonies are muslim majority countries. France has treaties and obligations with certain countries for taking a refugees/asylum seekers/dual nationality citizens. Hence, the majority of blacks in French muslim population.
But, they are getting tough on immigration now.
