Recipe for fixing land of the pure:

1> Continue issuing domicile certificates for residency in J&K. Focus to outnumber Muslim population in valley.
2> Create top class infra in Kashmir. Will not only help defence forces, but also aid the economy and give the locals a sense of belonging and prosperity. Sense of prosperity is very important in keeping these folks distracted.
3> Actively trap and subdue jihadists. These can be the terrorists (fighters), and the madrasahs and mullahs as well.
4> Keep shelling PoK and across the IB at will. More surgical strikes and air strikes. (For air strikes need undisputed BVR capability to ensure any retaliation is severely blunted. Former ACM Dhanoa had mentioned this.)
5> Keep FATF pressure on. Focus to put Pak in black list.
6> Target Fauji foundation and Pak exports. FATF action should be able to significantly hurt this. Either way GoI should aim to replace Paki exports with Indian ones or even Bangladeshi in national security interest.
7> Pressurise Russia to stop RD-93 supply.
8> When nearing 5 trillion announce economic sanctions on Pak for foreign corporations. Either they wind up operations there or face blacklist, steep tax in India. It makes sense for them to shut shop in Pak.
9> Openly declare support for Baloch, Sindhi, Pushtoon, and Mohajirs as official policy. Allow them to open governments in exile. Two hoots with what the government of Pakistan screams about this.
10> Well funded MQM, PPP, and ANP can do wonders, as Karachi from the mid 2000s - 2014/15 knows.
11> Keep questioning “Nazariat-e-Pakistan” openly. All psy ops directed towards Pakistan should question its reason for existence, and encourage apostasy from Islam. In very heavy dose.
12> Encourage major ethnic divide in Pakistan. Coupled with point 11. Their reason as a separate nation state and asa 2nd rate India should be the focus.
13> Create anarchy, hunger, and despondency in Pakistan. The average Pakistani should not be able to afford food and water for his family, electricity for his home, affordable and quality health care for himself and his loved ones, basic infrastructure and support for his profession, etc. Pak government should be near bankrupt. All this while Pak army should be getting maximum resources. A hungry and angry population is very capable of doing extreme dirty work.

Classic examples are the UK, Sweden, France, Canada etc. They move from their Sharia shit hole to North America, Western Europe, Australia etc., maybe get educated, earn a decent living, get to certain standards of living (which they cant even dream of in their native land) and then once they form a certain critical mass, demand for Sharia and try to convert it to the very shit hole they tried to escape from.
