To put it bluntly we don't know how to counter an enemy who don't play by our moral rules. Until we have a system that churns out people equivalent to a jihadi this war will never stop. Per capita income is not only the basis of comparing every country. Economic disparity should be taken in account.
As of now 3 factors are taken into consideration. Average life expectancy, Net attendance ratio (not sure) and per capita. We are thousand times better in medical and education field.
I've also read somewhere that Bangladesh has the most (or in top 10) economic disparity.
