Not just CIA. Pakistan military and deep state have a vested interest in keeping west happy.
All their children have western citizenship or studying in western universities or working in west.
They have lavish properties in west especially London and New York. They have their bank accounts mainly in west with all their slush funds.
No one wants to threaten this status-quo which is advantageous to them.

I believe that this is important even in India. There should be no one in the armed forces , the senior bureaucracy , judiciary or cabinet ministers who should be allowed to hold those posts if their children live abroad.
