Target killings are always involve over ground workers providing tips tp the terrorists. In recent part the have targeted:
- Sarpanchs: Locals taking part in democracy
- Police or Army javans: Locals choosing to fight for India
- BJP workers etc: Locals choosing to join nationalist orgs (vs towing the separatist line)
- Non locals: Not let free movement of people to Kashmir
- Hindu minorities: of course.

Real problem is the demography, when they are in minority, they behave comparitively better, the day they get in majority they’ll become wild animals.
