It is rare for PM to issue statements on terror incidents, this was true in his first and second terms as well. Whether we like it or not the fact is India faces insurgency in J&K and NE states. Commenting on terror incidents gives it the attention and validation the terror manufacturers seek. Secondly, the unfortunate frequency at which terror incidents take place, especially in Kashmir, would make statements from the PM seem routine and meaningless. In a country of 1.5b people, pakis don't have to try too hard to supply weapons from inside India and have them target random civilians.
