Yes even tanker was aiborne for almost 3 hours, even with long endurance UAVs identifying small group of terrorists hiding with locals support is impossible. What is need of the hour is transferring full power to the armed forces

Ok before bashing army on why we can't prevent these kind of attack I will explain current intelligence grid outline we employed in j&k and counter intelligence grid isi sponsoring to inbreeding terrorists,
