Most of the prominent asswipes who went on to become a serious headache for India were handled with kid gloves by Rajiv Gandhi and his intel advisors. Congress is the sole reason for the mess in Kashmir.

Most of the drama in Kashmir has been reducing after abrogation of Article 370 ONLY.

FYI - Masood Azhar was arrested in 1994. If he was bumped off by Congress, we wouldn't have to trade him and other jihadi scum for IC-814 hostages.
