Xi probably wants to show solidarity with Pakis by not coming. Putin is a global outcast, if he were to come, I doubt he'd able to do any meaningful activity here since every other Western leader would be trying to condemn him or something. It would be really concerning if Biden doesn't attend though since Pakis are first and foremost the whores of the United States before anyone else as per recent events as evidence.
They, in all probability will know a hell lot of more they we'll ever know, generally speaking.
