They drew a lot of men(some almost on the verge of retirement) from various units into RR, put them through basic training and threw them into active ops.

Maybe these 'boys' are accompanied with experienced folks in their column but not all of them are hard core battle hardened RR troopers and are offering themselves as soft kills to the enemy.

This increased after 2017-18 as CASO picked up in the valley and RR found itself a little stretched, then their TA units also came into active duty with a lot of less competent folks leading 'freshmen' into combat/area domination patrols.

Technologies are available, have been for over 30 years. India can also afford all these Technologies, probably already possesses them in limited numbers.
