PM never even talked about plebiscite. He was stating about state elections like other states in India when statehood in Kashmir restored without autonomy. BJP never called for plebiscite anyway throughout history. No PM after Nehru did.
Solve this issue as soon as possible.

They never talked about plebscite. By solution to the issue, BJP is referring to stabilising and normalising conditions in Kashmir like other Indian states by hook or crook and not asking jihadis whether they want Kashmir to break away from India.
Solution to this issue isn't related to our position against China at all. If a plebiscite happens ending up favouring India, Pakistan will label it rigged.
Closing this issue down doesn't mean anything since UN never played any real role here except lipjobs. Kashmir conflict has only been defined by guns. As long as Pak exists or insurgency is there in Kashmir, India will remain engaged there. When state stablises as demographics in Kashmir become diverse, some pressure on India will be released and will be focusing on China.
Any compromise with Pak or a useless plebiscite wasn't ever a part of solution at all.
