Great move. It frees up the IA formations that can be used against China. Further, it will allow the GoI to reduce the size of the Army to make it a more potent leaner lethal fighting force with less cost constraints. Moreover, it is a law and order issue which is not the main forte of the IA but of the paramilitary.
