Actually it shows the lethargy of higher ups
As @daya. Once said few months back , that in government offices most work is done by clerks who are not recruited in ample number ,
but officer and babu recruitment is increasing but once they, aka the babus are In the work environment, they start their filthy rotten behavior and dispose off their work load on lower level guys, who are already overworked, underpaid, and their cadre under staffed. So, they have no loyalty nor respect for higher ups , thus no loyalty to organisation also .
But nobody asks them to give info about some random expenses of government
When it comes to army though, there are many peole who are interested and since group d and c are the oppressed class every where, they try to earn a quick buck by passing info the significance of which they might themselves don't know .
And they are, well retards, gobar buddhis who somehow don't think as to why some random biych on kitab e chehraa or , awwaz e nili chidiya will ask them for their work info , them buggers really give such info to impress the supposed bitch on the other end.
