Oli has lost control of the party to PKD, MKN and BDG. He would've soon been forced to resign in shame via a vote of no confidence in Parliament. Sensing which way the wind is blowing, Oli decided to prematurely recommend dissolving the Parliament. This is unconstitutional as the Nepal constitution has no provision for dissolution except in cases when a PM can't be elected or if an appointed PM can't obtain a vote of confidence.
So technically, the President, who is supposed to be the "guardian of the consitution", is supposed to stop any such unconstitutional moves by the executive. If President Bidya Bhandari had any ethics, she would send back the proposal but given her recent actions in favor of Oli, it is likely she will pass it. But because the move is unconstitutional, it will almost immediately be challenged at the Supreme Court. If the Court does its job, it will reverse the decision and reinstate the Parliament.
