India to give Rs830 crore to Nepal for developmental projects - dnaindia.com

Kathmandu: India today signed four pacts with Nepal under which it will undertake developmental activities worth over Rs830 crore in the Himalayan nation to give boost to the bilateral ties.


One of the major projects that India will undertake entails construction of a 680-km long highway in Terai region of Nepal at the cost of Rs 810 crore.

The MoU on Strengthening of Road Infrastructure in Terai area was signed by external affairs minister SM Krishna and Nepalese deputy prime minister and foreign minister Sujata Koirala here. The road will improve connectivity within the region as well as its link with India.

In presence of Krishna and Koirala, officials of the two countries also signed an MoU in power sector under which five villages of Nepal would be electrified at the cost of Rs6.3 crore.

India is already providing 20 MW of power and decided to give 30 MW more. Nepal is seeking 30 MW more which India has agreed to provide.

An agreement between Nepal Stock Exchange Limited (NPSE) and Central Depository Services (India) was also signed under which India will assist Nepal in setting up a Central Depository and Clearing and Settlement System at the cost of Rs5.75 crore.

The two sides also signed an MoU for establishment of
Nepal-Bharat Maitri Science Learning Center in Khumaltar, Lalitpur at the cost of Rs1.5 crore.

The two countries were expected to sign an MoU wherein India would build a police academy in Nepal at the cost of around Rs500 crore. It, however, could not fructify, with officials citing "technical reasons" for it.

The failure to sign this pact, however, may be seen in the context of Maoists' opposition to India helping in building capacities of Nepalese security forces.

Indian Army chief General Deepak Kapoor is arriving on a three-day official visit to Nepal Tuesday at the invitation of Chief of Army Staff (CoAS) Chhatra Man Singh Gurung,said Nepal Army's (NA) Directorate of Public Relation (DPR).

Issuing a press statement Monday, NA DPR said, General Kapoor will attend a Wreath Laying ceremony at 'martyrs memorial' and receive a guard of honour from Nepal Army on Tuesday and meet with CoAS Gurung, after his arrival.

On Wednesday, General Kapoor will visit the high altitude military academy of Nepal Army in Jomsom, Mustang and the pension distribution centre of the Indian Army in Khara. He will also visit the western regional headquarters of Nepal Army in Pokhara and attend a dinner to be hosted in his honour in the evening.

On Thursday, General Kapoor will visit the traning centre for peace keeping missions centre in Panchkhal of Kavre. He will meet with Prime Minister Madhav Kumar Nepal and defense minister Bidhya Bhandari in Singha Durbar the same day.

President Ram Baran Yadav will award Kapoor the honorary rank of General of Nepal Army amid a special function at the President's office, Shital Niwas, Thursday evening. General Kapoor will host a reception in honour of CoAS Gurung the same evening.

General Kapoor will return to India Friday.

KATHMANDU, JAN 19 -
Indian Army Chief Gen. Deepak Kapoor, who arrived here on a four-day goodwill visit on Tuesday, has described the relationship between the national armies of the two countries as “exemplary.”

“Nepal Army and the Indian Army have traditional linkages and this will not be affected by political changes and whoever leads the government in the two countries,” said Gen. Kapoor, addressing the Principal Staff Officers of Nepal Army at Army Headquarters. “We enjoy a special military relationship and we should try to make it exemplary for the rest of the world in the days ahead,” said an NA general, quoting Kapoor.

Following the address, Kapoor had a one-on-one meeting with Chief of the Army Staff Gen. Chhatra Man Singh Gurung, which lasted for half an hour. “It was a courtesy call and various contemporary issues were discussed,” said a statement issued by the Directorate of Public Relations of the Army.

Gen. Kapoor will attend the investiture ceremony scheduled for Jan. 21 where President Dr. Ram Baran Yadav will confer on him the title of Honorary Gen. of Nepal Army. The tradition of conferring this title has been in practice in the two national armies for the past six decades. The Indian Army chief, accompanied by his wife Kirti Kapoor, arrived in a special aircraft, Navadoot, of the Indian Air Force.

Cadre of the main opposition UCPN (Maoist) greeted him with black flags outside the premises of Tribhuvan International Airport. Seven Maoist cadre were taken into police custody. In the afternoon, Kapoor attended a wreath laying ceremony at the Nepal Army Pavilion.

Kathmandu, Jan 22 (ANI): Indian Army Chief, General Deepak Kapoor, was decorated with the honorary rank of General of the Nepal Army by President Ram Baran Yadav here on Thursday.

The President presented the Nepal General's ceremonial sword, peak cap and insignia to General Kapoor.


General Kapoor was conferred the honorary title of General of the Nepal Army upholding a six-decade long tradition between the Indian and Nepali Armies.

Nepal's Defence Minister Bidhya Bhandari, Nepal's Army Chief General Chhatraman Singh Gurung and Indian Ambassador to Nepal Rakesh Sood were among the dignitaries present on the occasion.

"I hope that this visit will help resume the military cooperation. Indian Army Chief said during the meeting that India is bound to extend any military assistance to Nepal," said Bhandari.

General Kapoor, who is on his four-day goodwill visit, also called on Prime Minister Madhav Kumar Nepal.

Earlier, Indian President Pratibha Devisingh Patil had conferred the honorary rank of General of the Indian Army on Nepal's chief of army staff, General Gurung during the latter's visit to New Delhi. (ANI)

India and Nepal are expected to close a massive military deal, including the supply of lethal weapons for the first time in nine years, when officials from both countries meet in Kathmandu next week. The 11th Nepal-India Bilateral Consultative Group on Security Issues is set to take place in Kathmandu on June 8 and 9, where joint secretaries from respective Foreign Ministries will take a call on NA's request for the supply of military stores and equipment. "The meeting is expected to discuss the procurement of military equipment for trainings, joint exercises, counter-terrorism action, information sharing between the two armies, the NA said in a statement. The NA in 2013 had requested India for an immediate supply of arms valued at NRs 1.76 billion. According to local media reports, the NA is seeking to purchase more than 26,000 weapons of various kinds including several thousand Indian-made Insas rifles; more than 11 million rounds of ammunitions; bomb disposal equipment and explosives for training purpose.

Also on the NA shopping list are landmines, detonators, safety fuses and time pencils. Nepal, last year, began taking delivery of non-lethal military supplies from India after the successful integration of former Maoist combatants into the NA. New Delhi has imposed an arms ban in 2005 after former Hing Gyanendra Shah took over executive powers and restricted democratic and civil liberties. India will be providing some of the weapons in grant, while some will be on loan after a down payment of 60 percent, NA spokesperson Brig Gen Jagadish Pokharel was quoted as saying by Ekantipur.com.

The consignment including arms and ammunitions for training purpose as well as other martial accessories to be used in bomb disposal were received today, NA said in a statement. These military hardware were supplied by government of India as per bilateral agreement reached between Nepal and India in the past. The military hardware arrived at a time when Nepal Army chief General Gaurav Shumsher Rana is paying an official visit to India at the invitation of Indian Army chief. PM sets up Nepal date

New Delhi, June 14: Prime Minister Narendra Modi will visit Nepal in the first week of August for wide-ranging discussions with the Kathmandu leadership on upgrading ties.

This will most likely be Modi's third bilateral visit since he took office, following Bhutan and Japan, and the first by an Indian Prime Minister to Nepal since 1997.

External affairs minister Sushma Swaraj, national security adviser Ajit Doval and foreign secretary Sujatha Singh are likely to be on the delegation along with a few other ministers, sources have told The Telegraph.

Modi had a short meeting with Nepali counterpart Sushil Koirala following his inauguration on May 26 during which he spoke of his government's wish to bring closer focus on relations with Nepal.

A bilateral visit, not undertaken by New Delhi in nearly two decades, would be demonstrative of that will, South Block believes.

Finer details of the visit are in the process of being worked out. It is likely that other than talks with the government, Modi will also want to use the visit to open a dialogue with Nepal's Maoist leaders Prachanda and Baburam Bhattarai, and get a sense of their perception of domestic politics as well as ties with India.

Dates are also being so calibrated that the Prime Minister's Nepal itinerary includes a Monday: he's been told it is the most auspicious day to pray at Kathmandu's Pashupatinath Temple.

The Nepali leadership is currently embroiled in its second strenuous bid to give the nation a Constitution following the abrogation of Hindu monarchy in 2008. It is also likely that Prime Minister Sushil Koirala will leave soon for the United States for long-term treatment of a cancer affliction.

But South Block is believed to have indicated to Kathmandu that Modi will go ahead with his August visit even if an acting Prime Minister is in saddle.

"There is a keenness to make up on lost years," sources in the Nepali establishment informed The Telegraph. "The new government in India probably wants to send out a signal Nepal is not a country it wants to take for granted, that it wants to engage at the top level. It's a no-brainer we are tied together in too many ways, but often Nepal has had the sense of being forgotten. The new government has issued good signs."

But beneath the psychological canopy of iterating civilisational kinship, Modi will take to Nepal a long agenda scroll ranging from geo-political and strategic concerns to road-building.

A key box he may want ticked is the long-pending finalisation of an extradition treaty. New Delhi has been pressing for this afresh with an eye on closing the noose on terror networks that often operate out of Nepal or hibernate across the open — and porous — border. India has often accused Pakistan-based groups of using Nepal as a conduit route to export terror — and fake currency — to India.

Nepali cooperation was critical to netting two alleged terrorists high on India's wanted list in August last year — Abdul Karim "Tunda", the 71-year-old suspected to be a Lashkar-e-Toiba bomber with links to Dawood Ibrahim, and Yasin Bhatkal, the 31-year-old said to be the co-founder of the Indian Mujahideen terror outfit.

But an extradition treaty, New Delhi believes, will help not merely formalise but also streamline counter-terror and anti-crime cooperation between the two countries. The treaty lies signed at the secretary level but has yet to be politically ratified.

Sources indicate Modi could be carrying to Nepal the gift of an 800-megawatt hydropower project to be delivered on a two-year deadline; this will help offset some of Nepal's huge power deficit.

India has also been keen to set up, and run, a police training academy at Panauti near Kathmandu, especially since the Chinese secured an agreement to build an armed police academy a while back.

The growing Chinese presence in Nepal is something India has looked at with mounting awe and suspicion. At least in part, though, it must hold its own delivery record in Nepal to blame.

The Chinese have been efficient with their promised projects to Nepal; the Indians have lagged. That has given popular currency to a slogan in Nepal that runs "India assures, China delivers".

One of India's long unfulfilled promises is the building of a criss-cross roads network along Nepal's Madhesi flank that borders India. This is a 1,400-odd-kilometre project meant to run east to west on the Nepali side with several feeder roads running north-south to connect Nepal's terai with the hill regions.

India is contracted to build these roads but work has languished for years now. The Nepal government is now likely to request India that these roads be handed over to the Border Roads Organisation to construct.

Another project the Nepal government might seek India's assistance with is the Rs 8,000-crore Kathmandu-Nijgarh fast-track road, intended to provide quick access to the Nepali capital from Nijgarh, where a new international airport is planned.

It's only an 80-kilometre stretch as the crow flies, but through rough hill terrain. The fast track will require deep mountain tunnelling of the kind that Indian enterprises have better experience with.

PITHORAGARH: A two-week batallion level combined training exercise of Indian and Nepalese armies will be conducted between August 18 and 31. The exercise named, Surya Kiran 7th, will see the participation of over 300 personnel from both the armies, an Army press release said here. To be carried out at a height of 5,000-6,000 ft in the mountainous terrains of Pithoragarh district under the aegis of Garur division, the combined training aims at developing inter-operability of both the armies in jungle warfare and counter-terrorism operations. Aspects of disaster management with specific reference to pandemic/epidemic disease control and incorporation of aviation aspects will also be taken into training, an Army spokesperson here said. The event will be monitored by senior officers of both the armies on the day of inauguration, who will also interact with members of the both of the contingents. "We see it as not only a strategic coperation between both the armies but also an aid to historical and cultural ties between both the nations," the spokesperson said. The two countries started combined strategic exercises at platoon level in 2011 after an agreement was signed between the two countries during the meeting of 7th Indo-Nepal bilateral consultative group on security. "The joint excercises rose from platoon level in 2011 to batallion level today which is indication of increasing cooperation between the two armies," the Army spokesman said.

India helps in evacuation of 126 Nepalese nationals from Libya

New Delhi: India has facilitated evacuation of 126 Nepalese nationals from Sirte area of strife- torn Libya. The assistance by India came after Nepalese embassy in Cairo sent a note verbale to its mission in Tripoli seeking assistance for evacuation of the Nepalese nationals, officials in the Ministry of External Affairs said. The Nepalese nationals were working with M/s Doosan Heavy Industry and Construction in Sirte. The assistance by India came nearly two weeks after Prime Minister Narendra Modi's "historic" visit to Nepal. The Nepalese workers were understood to have been staying without visa and working with the company illegally as they were not originally recruited by them. Therefore, they were abandoned by the company. The illegal status of these workers made things more complicated, sources said. The Indian Ambassador in Tripoli personally coordinated the efforts to facilitate evacuation of the Nepalese citizens. The Embassy contacted the Libyan Labour Minister and explained to him the position with a request to issue a letter to Libyan Immigration authorities to facilitate their departure through Libya. Separately, the Embassy deputed its representatives with the letter to the Tunisian border, which is 200 km from Tripoli, beforehand and got a 'No objection' endorsed from the Immigration in charge at the Libyan border.
