Russia will take part in a tender for the supply of 400 fighters for the Indian Air Force (IAF), Deputy Director of the Federal Service for Military-Technical Cooperation Vladimir Drozhzhov told RIA Novosti on Feb. 15.

According to Drozdov, who is in Bangalore for Aero India 2017, Russia is going to offer India the latest MiG and Sukhoi jets.

It was reported earlier that Russia is ready to offer India a new variant of the MiG-35 lightweight fighter.

Ilya Tarasenko, General Director of the MiG Corporation, told TASS that the MiG Corp is ready to discuss supplies of MiG-35 with Indian partners. Tarasenko underlined that the corporation is ready to fully implement the principles of the Make in India programme and discuss issues of localization of aircraft production in India.

According to Tarasenko, the MiG corp has already proved its capacity, implementing the program of modernization of the Indian MiG-29 to UPG level.

India Needs Around 400 Fighters, 1000 Helicopters: Defence Minister
Manohar Parrikar says the country's private sector and aviation industry can hugely benefit from indigenous production
by Anshul Dhamija

India’s defense minister Manohar Parrikar says the country requires approximately 400 fighter jets and between 800 to 1,000 helicopters, production for which can be addressed by the domestic market. This would include joint venture partnerships between strategic Indian defense players and foreign entities.
Parrikar was addressing the media at the eleventh edition of the Aero India show, which started in 1996. The event happens once in two years in Bangalore, and this year’s edition saw the participation of 549 global companies.
According to the minister, the private sector and the domestic aviation industry would greatly benefit if defense related production is increased in the country. Besides the requirements for jets and helicopters, there is also a requirement for 5,000 helicopter engines and another 300 to 400 engines for the indigenously developed light combat aircraft (LCA), which is being produced by state-owned defense major Hindustan Aeronautics Limited (HAL). “All these aspects open huge potential for Indian companies,” says Parrikar.
Besides the LCA, HAL also develops a light combat helicopter and a light utility helicopter for the Indian defense forces. On the LCA front, Parrikar says that the government has approved Rs 1,359 crore of setting up of an additional LCA production line, work on which will start in the next three months. “Increasing production on a particular IDDM (Indigenously Designed , Developed and Manufactured) product can generate a lot of business for the private sector,” adds Parrikar.
However, the government’s spend of defense needs has not gone up considerably. In this year’s budget, Finance Minister Arun Jaitley capped the defense expenditure at Rs 2,74,114 crore, a 5.6 percent increase over the previous year’s budget allocation. This does not include the government’s allocation to defense pensions. But the government has opened up the sector to foreign private capital.
Last year, the Modi-led government allowed up to 100 percent foreign direct investment (FDI) in the defense sector. Elaborating on it Parrikar says, “We are looking at 100 percent FDI in areas where we don’t have expertise in.”

Parrikar admits plan to build Stealth Fighters with Russia facing issues
Defence minister Manohar Parrikar on Tuesday acknowledged that a multi-billion dollar Indian programme to co-develop a stealth fighter with Russia was facing some issues that needed to be resolved.

The minister’s comments came three days after HT reported that the fifth generation fighter aircraft (FGFA) project was facing an uncertain fate with the government deciding to set up a committee to examine how India would benefit from the programme.

“There are some issues to be addressed in terms of manufacturing, how it will be exported after the project is completed and what approvals will be required,” the minister said, responding to a question on the progress on the FGFA at Aero India-2017.

He said the ministry had constituted a team to look into various aspects of the FGFA and it was likely to submit its report within a month after which things would be finalised. A three-star officer is heading the panel.

The two countries have been discussing the project for several years but are yet to sign a $4-billion research and development (R&D) contract. India has already spent around $22 million on the preliminary design stage (PDS) of the FGFA project.

The Indian Air Force has flagged some concerns about the fighter’s design. It also wants the plane to have a more powerful engine as the existing one doesn’t give it super cruise capability. The ability to super cruise or sustain supersonic speeds in combat configuration without kicking in fuel-guzzling afterburners is a key Indian requirement.

A prototype called the T-50, built under the PAK-FA (Prospective Airborne Complex of Frontline Aviation) project is undergoing tests in Russia. The first prototype flew its maiden sortie in January 2010.

India has a requirement for 120-130 such swing-role planes with stealth features for increased survivability, advanced avionics, smart weapons, top-end mission computers and 360-degree situational awareness.

The IAF does not have sufficient number of warplanes to tackle a combined threat from China and Pakistan. The count of IAF’s fighter squadrons has shrunk to 34 compared to a desirable strength of 42, a capability gap the air force is struggling to fill.

The IAF hopes to add more muscle with the induction of French-built Rafales, the indigenous light combat aircraft, more Sukhoi-30s, the FGFA and a medium-weight warplane to be built in India in collaboration with a foreign player.

Parrikar was talking in General about long term needs . There is and will be no such tender for 400 fighter.

He was talking about our requirements in next 2 -3 decades.
The figure of 400 includes 100fgfa or equivalent (f35??)
+ 100 single engine currently under consideration.
+ 100 LCA
+ 100 amca or equivalent

In short parrikar was reminding firms world over the importance of Indian market. Don't read much into it

No MiGs pllleasse!! They suck! Just about 25-30% of the MiG-29 fleet is operational due to maintenance problems and lack of spares which the Russians are thrusting upon us at exorbitant prices. I think if we have to go in for Russian aircraft, the SU-35 is the way to go.

Well i think this is long term plan, which will include FGFA, AMCA, LCA MK2, LCA MK1A. Apart from FGFA I dont see any significant contribution from Russian side.

The IAF currently has 1300 aircrafts in its inventory and in a decade or so, some of these aircrafts are about to be retired.

+

There's also the case of a decade being wasted by our beloved ex DM Saint Antony, reducing the squadron strength to 32 from the needed 42.

Hence the 400 figure by Parrikar.

1300 fighters make 65 squadrons at least. IAF does not have those many.

I believe that the need will increase or decrease depending on what kind of Military Doctrine we use and what foreign policy we use...If we want to use cold start like doctrine then we may need more ground attack helicopters/aircrafts for army alone... but we go like Nehruji's like 1962 doctrine and claimed that the lost land is barren then forget the land: we may need less ....military and equipments....
