India can boast of a quarter of the world's workforce by 2025, provided the country harnesses the potential of its young and productive population, a study by staffing firm TeamLease Services said, reports PTI.

A conducive labour situation could also help push the nation's per capita income to $4,100 (around Rs1,87,554 at an exchange rate of Rs45.74 per dollar) by 2025, according to the 'India Labour Report 2009', released in partnership with IIJT Education.

The report, however, stated that a radical reform of the country's labour market ecosystem (including labour demand, labour supply and labour laws) is required for converting individuals into productive people comprising the workforce.

The population of productive people is referred to as the demographic dividend of the country.

"If we harness this dividend by 2025, India will not only have 25% of the world's total workforce, but our per capita income will be $4,100," the report said.

"This would rise to $9,802 in 2040 and $20,836 in 2050. This will finally put poverty in the museum it belongs," it added.


The report cautioned that the demographic dividend would become a disaster if India does not radically overhaul the labour ecosystem to enhance the productivity of the growing workforce.

"India's geography of work is creating a tragedy because jobs are being created in different areas from where people who need them are. But demographics are not destiny and states can bend the curve with a radical overhaul of their education, employability and employment regime," TeamLease Services chairman Manish Sabharwal said.

If reforms are not initiated, it is expected that much of the country's demographic dividend would occur in states with backward labour market ecosystems.

It is expected that between 2010-20, UP, Bihar and MP would see the percentage of their population in the 15-59 age group increase by 40%, though they would only enjoy a 10% rise in income.

During the same period, Maharashtra, Gujarat, TN and Andhra Pradesh would account for 45% of the rise in GDP, but less than 20% of the addition to the total workforce in the 15-59 age group.


The study has also ranked states on the basis of improvement in their labour ecosystems in terms of state efforts in various areas like education and training, infrastructure, governance and the legal/regulatory structure.

"Aggregate labour ecosystem index shows the top three performers are Andhra Pradesh, Karnataka and Maharashtra and each has had significant improvements in index values and ranks," the report stated.

Delhi and Gujarat have been ranked at fourth and fifth place respectively in the Labour Ecosystem rankings.

The report found that almost all states have made significant improvement in the 2000s, including Bihar.

We have at least 5 years or so to get our act together and make our younger generation who enter the work force more productive. Imparting right amount of skills and education at the right time is the key to make the work force more productive. For this, we need better and quality educational and institutional infrastructure in order to provide the skill set to the youth. Otherwise, despite having youth on our side we will end up being unproductive and youth becomes burden on the nation instead of the driving force.

Regarding UP, Bihar and MP lagging behind, this has been the case for a long time. Though there is some hope in Bihar due to Nitish Kumar as its CM, there is no movement in the development of UP or MP both at educational and industrial level but at the same time exacerbating the situation by adding more unskilled and unproductive youth to the population and dragging down the nation's development indicators. No amount of whining here is going to change that unless the people of UP and MP come out of caste/religious vote bank election of political leaders and instead choose leaders based on their competence. We can only hope for the best for these states.

^^ Exactly. Today we are enjoying sweet fruits of IT sector & cost-effective industrialization due to the rigorous efforts of last two generations. However, world has gone more competitive than ever & the population burden is also a slowing factor. Several reforms in sectors like education, labor, vocational initiatives are necessary to continue & to grow even better.

Fortunately, Indian working class has seen steady salary hikes in past 6-7 years (despite recession) & will continue as long as economy is stable. However, there is still vast scope for growth in manufacturing sector. Maintaining the qualitative edge in the coming decade will be a bigger challenge for India. Industry shouldn't fail in qualitative edge while trying cope up with the demands of vast population & export opportunities.

The lagging states will come in growth current when the dynamics of election agenda orients towards the 'Development'. afterwards, it'll be just matter of some time before they will pour down healthy output in overall national growth.

we need to improve quality of our education in order to meet the expectation. quality of most of our institutes is still below par . Education reform is must followed by law and order and infrastructure . most importantly people have to come out of caste and religion based politics.

i donot see any good thing happening under the current regime of upa . nothing on infrastructure or education . our youths population are going to be waist . current upa regime has still debating about SER/land reforms/ labour reforms/education reform. i do n`t see any foergin university coming to india as bill to regulate them has n`t been introduce in parliament yet. congress as its best know for only debates and as we knmow debates are nothing but act of buying the time and let problem die its natural death

I am more interested how many shares Inida may make up of global industry output!

I might be fightened if India were to make up 25% of global industry output in 2025.

however, as for work force....hahaha

CHinese average life expecancy is 73 and growing steadily.Without accident, I think I can live until 2050 at least....hahaha.

Lot's people have predicted that current demographic trend gives india an advantage over China in the future, however they conveniently forget that in India only men regularly work., thus the number of available working people will continue to be larger in China than in India even long after India's population has overtaken China's. Even worse india is unlikely to be able to find enough jobs for its rapidly increasing, but largely unskilled population.

Report doesn't say anything about China. India & China will grow together, and will continue to hold the largest workforce in world.

It will not matter like all things it will come down to cost. Since China is a more developed economy India will always be able to offer labor and services at a lower price than China.

Every Government is slow & useless on some points. But seriously is there any better option present?

I see disaster waiting to happen for India in near future. 10's of millions of young people entering working age each year, yet india's underveloped industry can hardly supply enough jobs, and the land, already extremely overpopulated, will be stretched even further to supply enough food for the added month. What will the jobless young people do? making more kids of course (as sex pretty much the only kind entertainment they have), and the whole thing will bascially become a vicious cycle.

Indian friends, don't count your eggs before they hatch.

Don't be so negative as long as we remain cheaper than China as I mentioned above we will always be at an advantage . The disaster is for China when the real estate bubble bursts and your economy will have peeked there will be a crash in stock market and trade wars looming.

China has a huge pool of skilled labour, like machinists, welder, fitter, mold specialists, etc. They number 10's of millions.

Vacational education is fiarly well-developed.

What you've listed here are the problems faced by all developing nations, nothing new & is a universal phenomenon when economic slowdown has crushed world economy. Bring some sense.

I actually don't mind if the real-estate market 'crashes' little bit, as currently the housing price is way too high in China, particularly in the big cities. The economy could slow down as well, but slower growth coupled with decreasing population growth will be beneficial to China in the long run.

when things crash they don't crash a little-chinese property is selling at 20-25 times one years average salary-unsustainable.
