NEW DELHI: The government is hopeful that the strategic Chabahar Port will be operational by 2018, Union minister Nitin Gadkari has said.

The Road, Transport, Highways and Shipping Minister Gadkari is in Tehran today to represent India at the oath taking ceremony of President Hassan Rouhani.


Prime Minister Narendra Modi had earlier congratulated Rouhani on his re-election as the President of Iran and affirmed India's commitment to strengthen the special relations between the countries.

"India and Iran have been historically sharing special ties ... We are keen on developing Chabahar Port and are hopeful of starting operations in 12 to 18 months," Gadkari told PTI.

Gakdari is keen on expediting development of the Chabahar port, located in the Sistan-Baluchistan province on the energy-rich Persian Gulf nation's southern coast that can be easily accessed from India's west coast, bypassing Pakistan.

The visit assumes significance as India has accelerated work at the Chabahar port and finalised some tenders for installation of key equipment at Chabahar Port.

"Civil construction work has started there. We have finalised tenders worth Rs 380 crore for equipment out of Rs 600 crore and once the port becomes operational it will become a growth engine," the minister has said.

Gadkari said that he was also hopeful of certain approvals from the Iranian government for expediting work and added that once Chabahar becomes operational the trade and business between both the nations would see a boost.

For greater trade and investment flow with Iran and neighbouring countries, the Cabinet last year cleared proposals for development of Chabahar port including a US$ 150 million credit from Exim Bank.

It also authorised the Shipping Ministry to form a company in Iran for implementing the Chabahar Port Development Project and related activities.

As per the MoU signed between the two nations in May last year, India is to equip and operate two berths in Chabahar Port Phase-I with capital investment of US$ 85.21 million and annual revenue expenditure of US$ 22.95 million on a 10-year lease.

Ownership of equipment will be transferred to Iranian side on completion of 10 years or for an extended period, based on mutual agreement. The Iranian side had requested for provision of a credit of US$ 150 million in accordance with the MoU.

As per the pact, operations of two berths are to commence within a period of maximum 18 months after the signing of the contract.

Besides the bilateral pact to develop the Chabahar port, for which India will invest US$ 500 million, a trilateral Agreement on Transport and Transit Corridor has also been signed by India, Afghanistan and Iran.

* आरके यादव ने बताया की, संदीप कपूर नाम के एक रॉ जासूस को, जो की हामिद अंसारी के भी संपर्क में था चूँकि ईरान में हामिद अंसारी भारत के राजदूत थे ईरान ने संदीप कपूर को तेहरान हवाई अड्डे पर गिरफ्तार किया था, संदीप कपूर को 3 दिन तक ईरानियों ने पकड़कर रखा उसे यातनाएं दी और 3 दिन बाद तेहरान में ही एक खाली सड़क पर फेंक दिया
आरके कपूर ने बताया की हामिद अंसारी ने राजदूत रहते हुए संदीप कपूर की कोई मदद नहीं की, और ईरानी सरकार के सामने उसका मुद्दा उठाने से भी इंकार कर दिया
* आरके यादव ने ये भी बताया की, ऐसा ही एक और भारतीय था, जिसका नाम था बीड़ी माथुर बी ड़ी माथुर तेहरान में काम कर रहा था, और एक दिन सुबह ईरानियों ने उसका अपहरण कर लिया, जब कई दिनों तक बीड़ी माथुर का कुछ पता नहीं चला तो उसकी पत्नी और अन्य लोग राजदूत हामिद अंसारी के पास आये, की वो ईरानी सरकार से बीड़ी माथुर को खोजने की बात करे, पर हामिद अंसारी ने बीड़ी माथुर का मुद्दा ईरानी सरकार के सामने उठाने से इंकार कर दिया

आरके यादव ने बताया की वहां मौजूद महिलाओं ने हामिद अंसारी को खूब गालियां भी दी थी पर तब भी वो टस से मस नहीं हुआ, इसके बाद आरके यादव ने अटल बिहारी वाजपेयी से दिल्ली में बात की, अटल बिहारी वाजपेयी ने ये मुद्दा प्रधानमंत्री नरसिम्हा राव के सामने उठाया तब जाकर नरसिम्हा राव ने हस्तक्षेप किया तो ईरानी सरकार ने बीड़ी माथुर को छोड़ा, पर उसे 72 घंटों में ईरान छोड़ने को भी कहा

आरके यादव ने ये भी बताया की न सिर्फ भारतीय जासूसों को हामिद अंसारी के रहते पकड़ लिया जाता था
बल्कि भारतीय दूतावास में काम करने वाले अन्य भारतीयों को भी ईरानी सरकार परेशान करती थी जिसका मुद्दा हामिद अंसारी ने ईरानी सरकार के सामने कभी नहीं उठाया

आरके गुप्ता ने ये भी बताया की तेहरान में मौजूद पाकिस्तानी दूतावास से हामिद अंसारी के ज्यादा करीबी सम्बन्ध थे, जितना करीब भारतीय राजदूत हामिद अंसारी भारतीयों के नहीं थे उस से ज्यादा उनकी करीबी पाकिस्तानियों से थी

आरके यादव ये भी कहते है की, मैं भी उसी भारतीय दूतावास में तैनात था, और मुझे शर्म आती थी की हामिद अंसारी जैसा शख्स भारत का यहाँ राजदूत है ..

In a startling development, the government of India is reportedly monitoring the speeches delivered by religious leaders at mosques and congregations in Kashmir.According to a report published in The Hindu, New Delhi has “red-flagged the visit of Iranian clerics” to Jammu and Kashmir amid reports of “fiery speeches” given by them at congregations and mosques.

The report says the immediate trigger for the decision seems to be the posters of slain Kashmiri militant commander Burhan Wani that appeared during a Muharram procession in Kashmir recently.The report quotes Imran Raza Ansari, an influential Shia cleric and politician based in Kashmir, saying that the poster of Wani was flashed by “two men associated with the Hurriyat Conference”, referring to the conglomerate of separatist organizations in the Kashmir valley.

“This should not have happened. We were mourning Imam Hussain (as) … this is the first time that such a thing happened. Wani’s posters appeared as there were attempts to politicize the mourning. That is not the mandate,” he is quoted saying.

Ansari further says that the clerics from Iran “regularly visit Kashmir valley” but no cleric gave any “fiery speech” during the month of Muharram. “They have schools in Kashmir and Kargil … the Iranian clerics do come. But this Muharram, no one came … the posters of Burhan Wani were flashed in one of the daayras (rally). There were 48 others,” he says.

J&K Governor Satya Pal Mallik is quoting saying that the “inquiries” have been ordered regarding the visit of the Iranian clerics to Kashmir.

The report also quotes an unnamed senior government official saying that they were “watching the speeches being given by religious leaders including those by Shia leaders”. “Since they come here for religious sermons, they are easily given visas. We are checking if they violated visa provisions,” the official is quoted.

This Muharram, a poster of Wani had appeared in one of the processions in interior areas of Srinagar, the capital of Kashmir. The pictures of it were shared widely over social media. Wani, who gave fresh impetus to the armed movement against India in Kashmir, was gunned down in an encounter with Indian forces in July 2016 in Kashmir.

Meanwhile, the news has drawn anger and outrage among Kashmir’s Shia community and clergy, who see it as part of a larger design to intimidate people.

“Iranian clerics come here on invitations and they give speeches but not “fiery speeches”,” said a young cleric based in Kashmir, wishing anonymity. “It is nothing but an intimidating tactic to bully us, but it won’t work. They have already banned our processions in main city, now they cannot stop our clerics from giving sermons.”

Pertinently, in Srinagar, the capital of Kashmir, the government’s ban on Muharram processions (Muharram 8 and 10) is in place since 1990, when the armed rebellion against Indian rule gathered momentum. Despite repeated pleas by Shia leaders, the ban has not been lifted.

Each year, police impose curfew-like restrictions on Muharram 8 and 10 in parts of Srinagar city, including Lal Chowk, the nerve-center of Srinagar. Iron barricades and spools of concertina wires are put up at every entry point. The fully-armed police personnel do not even allow pedestrian movement as tough restrictions are enforced.

However, as a mark of protest against the ban, mourners take out peaceful mourning procession in the main city every year. Each time, they are intercepted by massive contingents of heavily-armed police and paramilitary personnel. They fire tear smoke canisters, resort to baton charge and brutally manhandle the mourners participating in these processions.

Mullah regime again trying to foment separatism and increase their influence in local Shias previous Congress govt allowed it with giving visas like mandir ka Prasad ,but Iranian mullah regime wants to foment separatism and extremism like in Yemen, Bahrain and Gaza , Khomeini in his speeches has called kashmir a Muslim nation equating it with Yemen , Bahrain and Palestine.

Finally some initiative. I've been saying this since 2 years. In Iran their national media play long documentaries on so called atrocities in kashmir and show the Indian treatment of muzzies in bad light. Its pure propoganda.

Maybe now Iran will get a signal.

If true then it is outside of India's scope. Its not worth messing with the orange motherfucker when India has ensured very diversified oil supplies

Arre ensure is not the point.
Price is the point, can uncle Sam provide oil so that our inflation in future will not increase?
I am seeing a not so good immediate future in India.
If Modi win some price control can be done if bastard win he will say"this is the problem of previous government, we are trying to take the measures" and in the lieu of it prices will start increasing.

With CAATSA sanctions looming closely, I can see a plateau in US-India relationship. Things may not turn sour but will definitely put relationship in freezer.

trusting America and supporting them on Iranian sanctions was big mistake. This not only increased Indian oil prices but also made opening for China in Iran.

indian gov needs to give more attention to Indo-Iranian relationship.

FACT 1: We lack a domestic defense industry. Without this, we will always be running between Russia, USA, and Europe. Maybe not as much as the tinpot Middle Eastern sheikhdoms or the small ASEAN nations, but running nonetheless.

FACT 2: Our politicians don't have the fortitude of playing hardball. Modi ji does, but there aren't enough to back him in the government itself to play. This also includes those who don't have any will at all for it and are in it just for money and fame. No ideological leanings at all. Strong nations are founded on ideology; not idealism.

FACT 3: At the end of the day, India needs to get its 1 & 2 right and learn to play hardball if it wants to be considered a superpower. We don't behave or do things that make others respect us. Diplomacy and being a goody-two-shoes will only get us as far as we have already gone.

USA is #1 because it has soft power backed by raw hard power. China hasn't reached there yet, because it has 0 soft power but all hard power.

We, need to focus on how the USA does its external engagements, but with our own flavor.
