NEW DELHI: India on Thursday declared as "invalid" the standalone paper visas given by the Chinese embassy and consulates for Indians from Jammu and Kashmir and Arunachal Pradesh, and issued a travel advisory asking those going to China to ensure their visas are pasted on their passports.

"Such paper visas stapled to the passport are not considered valid for travel out of the country," the external affairs ministry said here in an "important travel advisory on Chinese visas".

The ministry was alluding to the recent practice of the Chinese embassy in New Delhi and its consulates in Mumbai and Kolkata to issue visas on a separate sheet of paper "stapled" to the passport, rather than "pasted" as is the usual practice, to residents of Jammu and Kashmir and Arunachal Pradesh. Weeks ago, New Delhi had slammed this practice of issuing separate visas "to certain categories of Indian nationals on the basis of their domicile, ethnicity and/or place of issue of the passport" that was seen as a not-so-subtle message by Beijing to contest India's sovereignty over these states.

India took up the issue with China at the highest levels, but it has apparently not stopped the practice, provoking New Delhi to issue the travel advisory rendering separate visas as invalid. "All Indian citizens intending to travel to China are advised that before making any travel arrangements they should first ascertain from the Chinese embassy or consulate, whether the visa being issued to them will be affixed to the passport or will be in the nature of a stapled paper visa, so that they are not inconvenienced or put to any financial loss later on this count," the ministry said. :sporty55:

The disclosure about the Chinese practice of issuing separate visas has come amid strains in bilateral ties due to a host of issues, including China's repeated claims on Arunachal Pradesh, the Dalai Lama's visit to that state and Beijing's stepped-up activities in Pakistan-administered Kashmir. China has of late repeatedly laid its claims on Arunachal Pradesh and opposed the visits of Indian leaders to India's northeastern state on grounds that it is part of what Beijing calls "south Tibet."

Beijing has also opposed Tibetan leader the Dalai Lama's visit to Arunachal Pradesh and voiced "strong dissatisfaction" with New Delhi for allowing the trip.

the other further real issue is that , if they ( the visitors from AP and J&K) do not need visas ( hence stapled on , so it can be removed ) as they are considered to be Chinese Nationals ( especially those from AP ) , then they might not be allowed to leave China without permission from the CPC ! and so they might have some problems when making their return journey. so please beware that possibility !

Good move, GOI also issue a separate visa to Tibetans to show the Chinese we are not the same one in 60's or 90's. TIT FOR TAT...

I think this tit-for-tat will only affect the Tibetans who would genuinely want to visit India for spiritual purposes. Because of *****ic China policy it is already affecting people of J&K who would want to visit China for genuine purposes. It has to be dealt by diplomats. India took right decision in not allowing stapled visas. It should make clear to Chinese consulates that Visas should not be stapled but should be pasted or it can shut shop and leave.

NEW DELHI/SRINAGAR: Outmanoeuvring the wily red dragon, India on Friday declared it had no objection if moderate Hurriyat leader Mirwaiz Umar Farooq wanted to visit China but made it clear that stapled visas on passports would not be valid for travel abroad.

This directly attacks the deliberate Chinese policy to needle India by issuing visas on separate pieces of paper stapled to the passports — instead of being pasted as is the norm — to residents of Jammu & Kashmir and Arunachal Pradesh. In short, while Chinese are keen to have the Mirwaiz over, the latter will now be able to travel to Beijing only if China backtracks and issues him a visa properly pasted on his passport. Foreign minister S M Krishna said the Mirwaiz, who has been invited by a Chinese ‘‘NGO’’ to talk about ‘‘Muslim issues’’, was free to travel wherever he wanted, including ‘‘Pakistan or China’’.

Foreign secretary Nirupama Rao, in turn, added, ‘‘We have never prevented Kashmiri leaders from travelling abroad.’’ However, she added, if it was a question about the Chinese government’s practice of issuing stapled visas, then the Indian government ‘‘did not subscribe to this approach, which discriminates on the basis of domicile and ethnicity’’. This came even as the Mirwaiz, who apart from asking the Union government to allow Kashmiris to travel on the stapled visas being provided by China, further stoked controversy in Srinagar by holding that Beijing had ‘‘a stake’’ in regional peace as certain parts of Kashmir like Aksai Chin were under its control.

‘‘China is a global power and has huge influence in the region... I believe that China is not a party to the conflict (over Kashmir) but China has a stake as far as peace in the region is concerned,’’ he said.

India, on its part, has already stated that there was no room for third-party intervention in the bilateral Indo-Pak relationship after the US and China on Tuesday issued a joint statement during Barack Obama’s Beijing visit that talked about Beijing’s role in improving relations between New Delhi and Islamabad. ‘‘The Indian government is committed to resolving all outstanding issues with Pakistan through a peaceful bilateral dialogue in accordance with the Simla Agreement. A third country role cannot be envisaged, nor is it necessary,’’ said the foreign ministry.

Meanwhile, cracks have surfaced in the Hurriyat Conference itself, with some leaders expressing opposition to the Mirwaiz’s visit even to Islamabad. ‘‘Why should the Mirwaiz visit the countries, which have to settle their own scores with India without helping Kashmiris,’’ said one of them, Nayeem Khan.

ITANAGAR: China has begun a practice of issuing stapled visas to residents of Arunachal Pradesh, which it considers as disputed, extending its controversial 'paper visa' regime from Jammu & Kashmir to the country's remote north-eastern state.

The practice came to light when two sportsmen from Arunachal Pradesh were prevented by immigration officials from boarding a flight today from New Delhi to Beijing since they had stapled visas issued by the Chinese Embassy on their passports.

India considers as 'invalid' the stand-alone Chinese 'paper' visas given to some of its nationals and the contentious issue had figured during Chinese Premier Wen Jiabao's visit to New Delhi last month.

Wen had said that officials of India and China should have "in-depth" discussions to resolve the differences on stapled visas issued to those hailing from J&K. He also said that China takes India's concerns on the issue seriously.

Indian Weightlifting Federation's Joint Secretary Abraham K Techi along with a weightlifter of the state were taken aback when immigration officials at New Delhi's IGI Airport stopped them and turned the two men away because of the stapled visas issued by the Chinese Embassy.

Techi and the weightlifter, who were to visit the country at the invitation of Chinese Weightlifting Association president Menguang for the January 15-17 China Weightlifting Grand Prix at Fujian province, thereafter got in touch with the Chinese Embassy.

The Chinese officials at the Embassy informed me that the 'right' visas have been issued to us, Techi said.

"This is an insult and unnecessary harassment to Arunchalees," Techi said.

Reacting to the incident, Congress Lok Sabha member Takam Sanjoy said though Sino-India relations have been improving with New Delhi and Beijing taking positive steps, the border issue, China's repeated claims over Arunachal Pradesh territory and stapled visas to residents of Jammu and Kashmir were contentious issues which were hindrances.

Sanjoy said though India, particularly Prime Minister Manmohan Singh, took very bold steps during Wen's visit in December last year to further strengthen bilateral ties, the Chinese government had proved its policy to consolidate its claim on Arunachal territory.

China started the practice of issuing stapled visas to people from Jammu and Kashmir two years back. India sees this as an act amounting to questioning the state's integration with rest of the country.

In 2007, China had denied visa to senior IAS officer Ganesh Koyu who hailed from Arunachal Pradesh and was a member of 107 strong IAS officers' team on a management programme to China.

A study visit to Beijing and Shanghai, part of a programme to learn more about Chinese economic growth and policies, was cancelled at the intervention of the Prime Minister because of Beijing's refusal to grant visa to Koyu.

Earlier, Vishal Nabam, now advisor to Chief Minister Dorjee Khandu, had visited China on a month-long tourist visa in 2006.

The Chinese govt has been pushing India for about 2 years now, its time GoI pushes back. They need to realise that pretending that all is well doesn't make the problem go away.

New Delhi, Jan 12 (IANS) A day after an Arunachali weightlifter and coach were refused permission to leave Delhi due to stapled Chinese visa, India has again told China to follow a 'uniform' policy on visa issued to Indian citizens.

Sibi Yukar and his coach Abraham Kaya were Tuesday turned back from Delhi airport after immigration officials noticed that their Chinese visas had been issued on a separate paper and stapled to the passports.

The two were on their way to an invitational event in China.

'Yukar had a special invitation from the Chinese weightlifting authorities for the event, who had also facilitated the visa. They were also bearing all the expenses for the trip,' Indian Weightlifting Federation secretary Sahdev Yadav told IANS.

The Ministry of External Affairs has taken cognisance of the incident and noted that both of them are 'domiciled in the state of Arunachal Pradesh, which is an integral part of India'.

'We have unequivocally conveyed to the Chinese side that a uniform practice on issuance of visas to Indian nationals must be followed, regardless of the applicant's ethnicity or place of domicile,' said the ministry's official spokesperson, Vishnu Prakash Wednesday.

He pointed out that the ministry had issued a travel advisory dated Nov 12, 2009, informing Indian citizens that Chinese paper visas were not considered valid for travel out of the country.

Yadav said that while the visas had been received a week back, they had not been aware of the advisory given by the Indian government.

'We have written to the technical director of the event, protesting against the contradictory policy of the Chinese government. There should be one policy for all Indians,' he said.

Do not get over paranoid about the situation. What we are doing is ok with respect for China. We are modernizing our forces and clearly thinking about China; once we reach a level of deterrence visa vie China, what they are doing with Visa will become our least concern. In-fact I strongly feel they are not helping their cause by making India feel threatened. This brings more focus in China in the Indian government and forces India to align with its foes.

This is disturbing news from the Chinese govt,esp from the Chinese point of view.Earlier,if my memory serves me right, China used to refuse Visa out right to any domicile of the Indian state of Arunachal pradesh wanting to visit China,on the rationale that since China considered the Arunachal its own,Arunachalis did not need visa for traveling within their own country.This does this news about stapled Visas being issues to persons from Arunachal pradesh,suggest that China has tacitly began to accept to accept Arunachal pradesh as an Indian state.

Chinese nationalists should wake up and protest,their govt is selling them out while they are all still misty eyed over the J20.
