a) PP14 is gone and the Indians have accepted that for fear of confrontation

b) PP14 is gone for now and the Indians are betting on either diplomacy or winter to settle in for them to mess around with PP14.

N. Korea was unnecessarily provocating earlier and now is surprisingly pulling back for no reason.
