We don't have large quantities of mlrs because we use western doctrine of Air to ground strikes.
We will send hundreds of these guys using our advanced landing grounds to mince the chinese ground equipment....

More than scaring India,isn't it an admission of own weakness about range and effectiveness if u have to place such sites so close to India when u have the entire cold desert for launching stuff.?

The only reason to put up launchers so close, is to assert the impression that these are non nuclear warheads maybe? Launching icbms from distant launch points can alert multiple early warning systems for both India and the world, who could perceive these missiles to contain a possible nuclear warhead.

Also what would make most sense, is your giving much less reaction time to counter a launch .
