Not a new thing, Chinese workers constructing tunnels and bridges were supplied with oxygen cylinders back in 90s when they were constructing the Qinghai-Tibet railway line. Also if I remember their troops already use oxygen supplies at forward posts.

For special operations like summit climbs, troops can be supplied with oxygen cylinders temporarily. Indian army also uses the same for Siachen areas. Even in small quantities, they can improve stamina and symptoms of high-altitude sickness.
