Seoul is actually pretty close to the border, outskirts of Seoul mean something like 20kms which is nothing in the aerial distance.Reached outskirts of Seoul apparently. That can't be good.
They are a cost-effective way of intercepting cheap drones. It is also possible the crash is completely unrelated to the drone incident, just bad reporting.It's a prop plane. If they're intercepting attacks on their capital with those...something is wrong.
