Senator Coons is pretty close to Biden. He succeeded Biden senate seat after Biden became VP. From what I read, if he is not picked for SecState, he would be Biden's eyes and ears in Senate where Republicans are keeping their majority.
Apparently Obama wanted Susan Rice to be SecState in 2013 before picking John Kerry as their was less chance of Republican senate approving Susan Rice at that time. She is also one of the fav. for SecState this time.
Yeah, I agree with indrajit. Tony Blinken is poised to get one of the top posts in Biden administration.
