Biggest diplomatic event: India-Africa summit from October 26

NEW DELHI: India will host its largest diplomatic outreach programme with Africa from October 26, inviting leaders of all 54 States in the region, 10 months after it had cancelled the event due to Ebola scare.

The five day-long third "India-Africa Summit" is expected to be attended by nearly 1000 delegates including heads of government, ministers, government officials, business leaders and others.

While the meeting between the heads of the government and states will take place on October 29, it will be preceded by the rounds of interactions between the ministers and the senior officials.

On October 30, bilateral meetings are being scheduled, Navtej Sarna, secretary (west), told reporters here.

When asked how many confirmations the government has received, he said invitations were being sent out at three levels - head of the government, foreign minister and senior officials- and responses will come thereafter.

Earlier, the summit was to take place in December but was cancelled due to Ebola outbreak in that continent.

With the government expecting big number of delegates for the summit, it was logistically difficult given the public health guidelines to manage, the spokesperson in the external affairs ministry had said.

The deadly Ebola virus that hit the region last year has killed thousands of people in several African countries. The UN security council had also declared the outbreak of the Ebola virus in West Africa a "threat to international peace and security".

In a series of tweets, ahead of the India-Africa Summit, Prime Minister Modi today said that India was proud to host the event which reflects a desire by the two sides to engage more intensively for a better future.

Representatives of 54 African nations including heads of state and government of around 40 countries and powerful African Union are expected to participate in the four-day India-Africa Summit beginning here on October 26.

Stepping up trade ties, particularly in oil and gas sector, strengthening maritime cooperation and lifting the overall engagement to a new high will be the main agenda of the summit.

India’s current trade with Africa is around USD 75 billion dollar and it has granted a whopping USD 7.4 billion for various developmental and capacity building projects in the last four years.

India has implemented a total of 137 projects in 41 African countries during the period.

Expanding trade ties will be a major focus area at the summit which will see participation of over 400 business delegates from Africa besides all major Indian chambers of commerce.

A large number of African countries including Tanzania, Sudan, Mozambique, Kenya and Uganda have huge oil and gas reserves and India wants to invest in the sector to fuel its economic growth.

Having a solid partnership in exploiting the blue economy will be another major focus area.

There will be deliberations on expanding ties in areas of energy, health care, infrastructure, technology and innovation.

India gears up to lead African emergence

NEW DELHI: The third India-Africa ForumSummit (IAFS) in New Delhi from October 26 to 29 is a landmark event in the history of relations among emerging powers. With over forty African heads of government and state attending and meeting prime ministerNarendra Modi, it is a massive gathering of leaders from a rising continent on Indian soil, confirming an unprecedented elevated stature for India as a leading developing nation.

The summit's inspiring logo features the African lion and the Indian lion merging along with our two landmasses that were once conjoined but now separated through geological drift. The imagery of Africa and India teaming up with courage and boldness to be "on the prowl" signifies a supreme confidence and optimism that formerly downtrodden, colonised and racially discriminated peoples have an unstoppable momentum today.

India's pulling power and appeal for Africa have risen over the past year thanks to the higher economic growth trajectory and international standing earned by Modi. With China no longer booming, the contrasting glow on India looks more attractive to Africans who are trying to cope with the sharp slowdown in mineral exports to China and nagging doubts about China's ability to keep investing in and aiding Africa.

As Modi's 'Make in India' takes off, India could be the next big consumer of the strategic minerals and commodities which Africa has in abundance.

An Eye on the Future India-Africa trade can zoom from the present levels of over $70 billion to match or even surpass China-Africa trade of $200 billion if one keeps an eye on the future. Here, involving India's small and medium enterprises and exposing them to counterpart business partners in Africa, particularly on its eastern coast, has high potential.

The emphasis of the Modi government on the 'blue economy' at the summit is a reminder of the oft-forgotten fact that many African countries are part of the western Indian Oceanlittoral. The Indian navy and our corporations have to work in tandem to support eastern African nations in fisheries, offshore oil and gas, and hydrographical science.

With will and ingenuity, Modi can implement the idea of exporting qualified young Indian teachers to Africa's underserved areas to raise skill levels of Africans and gain grassroots level goodwill. It would constitute a permanent bridge between the demographic dividends of both sides.

India's agreement with the US to train peacekeepers in six African countries before they are deployed behind the United Nations banner will raise Africa's capabilities to deal with its internal problems.

The recent launch of an ambitious African Standby Force, which will reduce the continent's dependence and vulnerability to Europe and North America in times of wars and crises, is a path-breaking initiative to which India must contribute. Combining India's global acumen and South Africa's regional leverage can relieve Africa from nefarious external interventions that have often destabilised the continent.

Politically, India stands tall as a role model for Africa where dictatorships are already on the retreat and democracy is turning into the norm. The usual Indian diplomatic reticence about offering conflict resolution and democratisation assistance to Africa has to be replaced by a more proactive posture that does not wait to be asked by Africans.

Under Modi, we need to be less hesitant about our strengths and more forthcoming with practical suggestions and plans for political development on the continent. Without abandoning our trademark humility and non-hegemonic attitude, we can catalyse Africa's renaissance.

The great expectations of the guests amidst the summit's grand pageantry are signals that India must step up its act in Africa. The stars are aligned for the lions to hunt together.

Please use this section to post details of the ongoing India-Africa summit. It is the biggest summit since NAM summit in 1983. Africa has huge growth potential in the next decades and India can gain handsomely by engaging with them. Post your thoughts and new developments.

The visiting heads of state and government will also meet Indian industry leaders to see if the two sides can work out a long-term arrangement for African nations to source cheap generic drugs from India, Akbaruddin said.

The summit comes at a time when India is looking to position itself as a “leading power” rather than a “balancing power” in the world, while seeking to spur domestic economic growth with initiatives such as Make in India, Digital India and Skill India.

http://indianexpress.com/article/op...ty-to-extend-security-engagement-with-africa/

The ministry of defence is not equipped, either intellectually or institutionally, to respond to the growing African demand for military cooperation with India. The ministry of home affairs and the security agencies are even less prepared for purposeful international cooperation. The ministry of finance routinely blocks strategic projects.

The foreign office is focused on winning African support for India’s political positions on terrorism. While the collective rhetoric, for example on finalising a global convention on terrorism, might have a bit of diplomatic value, it is of no consequence in accelerating functional counter-terror cooperation between India and its African partners.

In his travels to East Asia, the Indian Ocean littoral and Central Asia, Modi put defence cooperation at the top of his agenda. The Africa summit provides the PM with an opportunity to think more boldly about India’s security engagement with Africa. But without structural reforms in India’s security sector, the shadow between India’s talk and action might only get darker.

We need to have more direct connectivity with Africa especially by sea route and air. We ought to have open skies and have a lot of favorable trade policy with Africa and allow them to use India to their advantage. The eastern Africa ought to have direct sea connection to India with large ships that can carry people and cargo and frequently. This will allow trade and benefit to both to develop exponentially.

I also like what bharti airtel doing in Africa. Other indian companies ought to replicates. If a company can do well in India it can do well in Africa and anywhere in the world.

curious about this coincidence of german state sponsored english media so interested in India's racism just about a week before the INDIA-AFRICA Summit. link - notice how the narrator conveniently forgets to mention where these ignorant notions about africa came from in the first place, which media depicted them as such which is now spread all around the less-educated and vulnerable world.
