Dharmic people in general believe that the state will protect their rights as a community.
They delude themselves into believing that since they follow the law and don't fantasise about doing crusades or jihad, other communities will reciprocate and government will show due non partisanship.
Historically, in India this has indeed been the role of the raja to do so.
Only after the raja/state falls, do local communities pick up arms to protect their interests.
Otherwise as long as state exists it's each man and caste for themselves.
