Russia sanctions. Once the war started, US sanctions on Russia included take over of all bank accounts west determined were Russian and the money in those accounts.

The message that went out to the world was this.
If US want's to it can basically take any dollar account belonging to any country. All it needs is a reason to do so. In Russia's case, war was the reason.

but, US and west seem to have overplayed their hand here.
Now countries are hesitant. They are thinking, if US does not like something about them, their dollar accounts become completely useless. So, many countries are looking for alternate ways of doing business. because big brother US has become senile and is basically taking all their dollar accounts when they want.

Why would countries operate under threat of a sword on their neck?

US has proven itself to be extremely unreliable with Russian sanctions and it's surprising that US is acting surprised at de-dollarization after the stupid shit they pulled.
