IAF and Indian Navy were worried about Army domination once the position of CDS is created. To negate such fears, CDS Post must be rotated between Three Services. Unlike Pakistan where an Lieutenant General is appointed to the post of CJOSC.
It should not be rotated. The most competent man should occupy the post. No one cares about feelings.

India’s enemy number 1 is China, not Pakistan: CDS General Bipin Rawat's last remarks on LAC row at Times Now Summit 2021

New Delhi:
Chief of Defence Staff (CDS) General Bipin Rawat, who passed away on Wednesday, in a tragic chopper crash in Tamil Nadu, was the chief guest at the Times Now Summit 2021 last month, where he said that China, and not Pakistan was 'India's biggest enemy'. Rawat's comments at the Times Now Summit 2021 were arguably his last public remarks on the India-China tensions before his untimely demise on Wednesday.

"If their law allows transgression into Indian land, there will be contestation... We should not come under any pressure from the psychological games played by China. That is what they want. China is our biggest enemy today, not Pakistan," Rawat had said.
