Shiv Aroor reports

I used to wonder why companies like Beriev were so regular at Indian air and defence shows, with bold displays of their Be-200. Obviously they were expecting this one. The Indian Air Force has floated a brand new tender this month for six amphibious aircraft for "search and rescue missions, inter-island communication, rapid response duties and reconnaissance of islands". The IAF has set down a preference for a twin turboprop craft with a range of at least 800-nm. The IAF has also said it wants an aircraft with a short take-off capability, a cruising speed of about 200 knots and state-of-the-art avionics and EW kit, including RWR/MAWS. The Bombardier 415 (photo) and the Be-200 appear to be among the very few purpose-built amphibians still being built.

Looks like the Be 200 is a better one on offer. Double the payload. More speed. I am sure it will win.

Bombardier Sells Bombardier 415 Amphibious Firefighting Aircraft

February 2, 2010 — Montréal
Aerospace

Today, Bombardier Aerospace announced the sale of Bombardier 415 amphibious aircraft to an undisclosed customer. The customer’s identity and the number of aircraft remain undisclosed for the time being. Based on current list price, the contract is valued at approximately $126 million US and includes training and technical support. Deliveries of the aircraft will begin during the fourth quarter of 2010 and will continue until 2012.

“Since its launch in 1994, the Bombardier 415 aircraft has consistently proved itself to be a reliable and effective firefighting tool. The aircraft’s unique operational capabilities and exceptional performance allow it to operate in the most rugged and demanding of circumstances, and is recognized around the world as the most effective firefighting aircraft available,” said Michel Bourgeois, President, Bombardier Specialized and Amphibious Aircraft.

Since the first Bombardier 415 amphibious aircraft was delivered in 1994, a total of four Bombardier 415 MP and 71 Bombardier 415 aircraft have been delivered to governments and firefighting agencies in Croatia, France, Greece, Italy, Malaysia, Ontario, Québec and Spain. In addition, 66 CL-215 amphibious piston aircraft remain in service.

The Bombardier 415 firefighter aircraft has a maximum speed of 224 mph (359 km/h) under certain conditions. In an average mission of six nautical miles (11 kilometres) distance from water to fire, it can complete nine drops within an hour and deliver 14,589 U.S. gallons (55,233 litres) of fire suppressant.

There are several updated variants, one of which is a recce model sold to Greece in 2004, called the 415 MP Search and Rescue.

* activity prior to 2004 not included in this brief overview

On 9 February 2004, the government of Italy placed an order for three Bombardier 415 amphibious aircraft along with a Bombardier 415MP multipurpose conversion kit. On 19 May 2005, Italy placed an order for one more Bombardier 415.

On 17 January 2006, France's Securite Civile placed an order for one Bombardier 415 amphibious aircraft. With this new order France's Bombardier 415 fleet reached 11 aircraft.

On February 8, 2006 the Italian Government exercised an option on 15 upgrade kits from Bombardier Aerospace for its Bombardier 415 aircraft to expand their capabilities while improving crew comfort and safety. The upgrade kit package derived from the Bombardier 415MP multipurpose aircraft and included autopilot, nose radar, flight data recorder and cockpit voice recorder. Italy already installed an upgrade kit on a Bombardier 415 purchased in 2005.

On 27 July 2006, the government of Spain placed an order for one Bombardier 415 amphibious aircraft under a contract valued at $30.6 million including spare parts, training and technical support. The aircraft delivery was slated to occur immediately in support of 2006 fire season.

India should go with a proven platform that is enjoying sales and follow up sales and upgrades the world over. It is a proven aircraft, I have personally seen this plane and it is outfitted with the best gear in an easy to maintain platform.

No disrespects to AV's bird the Be 200, she is mighty fine looking. Although I believe you will get better service and experience from the Canadians, the advantages of extra loiter time and ease of maintenance and logistics thanks to the Pratt & Whitney turbo-props, much more hurried delivery compared to Russian service, in some cases these aircraft were flown to the customer nation in their dire time of need and they just paid later. When fighting fires, it is much easier to make a landing to scoop water in a smaller rugged turbo-prop than it would be in a giant beast jet. Have also seen these birds land in partially frozen lakes with only a few scratches on the paint.

My pic for the task, no second guesses, would be the Bombardier 415. Not only does it have a small turning radius and the ability to land on graveled, unpaved roads - vital in Indian environments - it can make super slow runs for precision targeted-drops as well- even more crucial in dense Indian conglomerations.

The only problem is a capacitive one- the Bombardier 415 is capable of lifting only half the water or cargo the Be-200 is. Which, if it is making runs between the coast or farther off water bodies and interior Indian cities, might be crucial. The Be-200 is also capable of being reconfigured as a handy air ambulance, capable of lifting upto 30 stretcher patients and medical crew, felicitous for our remote atolls of the Andaman and Nicobar islands. And, unlike the Bombardier 415, 's capable of being reconfigured as an anti-submarine warfare backup, which while not part of the requirement, might be an ambient factor as well.
