How to fight terror against India?

We have witnessed another terror attack. It's that time when people will say the same things about terror attacks as they did the last time.

This thread is dedicated to make practical and implimentable plans to fight and strengthen the fight against terror.

Let's not get into the usual political blah blah and crib about the government of the day or before this as well. We know political will is required for the fight against terror. But if we had the political will, what would be the steps or ideas implemented to fight terror?

Keep this thread such that if any security official happen to see it, he would get valuable ideas.

Perhaps it is time to initiate a "one-terror-attack = one Pak General officer" policy. I mean targeted assassination, blandly denying it while looking their angry leadership directly in the eye.

Pakistan has become an openly fascist military-run captive society. The fascist party is complete with SS-like death squads targeting any dissent, murdering journalists who question the military-disinformation campaign.

Through the ISI sponsored terror, the military are engaged in wholesale slaughter in Baluchistan that approaches genocide... and the increasing arrogance is palpable.

The military establishment is now openly taunting the "free press" in Pakistan, and even the "40-families" with threats of mid-night reprisals for opposing their world-view. Even the reporters at DAWN are intimidated. And the world-view they have been/and are forcing on the Pak people through their terror control of the press is truely frightening.

Stopping these people before they initiate a nuclear disaster is not only a pratical necessity, but a moral one. One-terror-attack = one Pak General.

some of the points i picked up listening to TN debates and i tend to agree with:

have CT specialists at the police station (PS) level, the sophistication of methods used by terrorists is way too advanced for the average beat-constable to get a hang of it.

have a strong intelligence apparatus in place. arm the CT specialists in the PS with relevant equipment. someone termed the present process and equipment used as 19th century, heck its 2011 we are living in, not 1811.

train them, they are hardly ever trained, and the training that they get is far-far from adequate. CT is interestingly largely not seen as a police force subject and they shirk away, bring in the requisite decipline.

have one unit do the CT, yes security is state subject but bring CT under the GoI and this wing needs to have access to every PS of the country. on similar count let these be directly responsible for everything to do with CT.

have a strong law in place, country is bigger than petty politics that our politicians like to do. what diggy raja and his proponents have done has only added to the demoralization of the police forces, dont let lose such people and politics.

on the same pretext, keep the bullying bureaucracy out of the daily function of the police force, and similarly the delaying tactics.

if it requires breaking into the privacy of an individual, do it.

there have been numerous reports done on CT, implement it.

factually none of this will happen, we will discuss the same on the e-media, print media, here on the forums, get angry on the incompetencies, and then all will be forgotten, then again we will be woken up by another terror attack, the cycle will repeat and again we will sleep over it.

if a 26/11, which held the country as hostage for 3 long days, cant wake this country up, no amount of these low level terror attacks, discussions, and anger can or will. there is practically no political will what so ever, and if the top is void of the will, dont even think of expecting it from the middle and lower levels, they have their skins to save, families to feed.

1. Change Nuclear NFU policy. Add to it, that if countries supporting terrorism are proved, then it would be subjected to massive retaliation conventionally, and the escalation could further rise.

2. Change the pathetic condition of the police forces, across all states of India. Make them sweat to earn their paychecks.

3. Bring all intelligence related issues under a single umbrella.

4. Stop vote bank politics, when National issues are at stake. (For e.g. Tarun Gogoi, CM of Assam announcing that there are no illegal Bangladeshis in Assam. Heck, even I know and can prove presence of Bangladeshis in Assam).

moral of delhi police is at an all time low. why?
after batla house encounter in which they lost an officer, they faced human rights commission, Indian and Delhi govt wrath and were disguised as gunda in uniform,racist and fanatics. now even when they get a lead, they suffer from dilemma. if we do then it will be same old batla house episode will be repeated and what if we dont. a blast. ppl will criticize us and politicians. so what. who cares for reputation of politicians, they are no better than hookers. ok.final decision gentlemen. NO ACTION. enjoy tea...
terror can only be bought down when we hit out at their heart. wipe out isi and terrorist cells in country. monitor well.

in usa, u all might be knowing an arab was arrested who bought huge amount of fertilizer for making bomb( as exposed later) was snooped upon and tracked by agencies for months. his mails, emails, calls and community was scrutinized without caring about human rights and privacy. and when it was clear that he is out for making bomb. he was arrested and trailed.
now in India, few days back sale of ammonium nitrate was banned by GoI but today the very same thing was used... moreover if any guy in India is snooped. then their will be 20 politicians barking on streets that govt is spying on our community and India is against our community and religion it is high time we seek a separate statehood of course under my rule...

problem is not as simple as we think.. more than enemy we are dangerous for ourselves....

Make photo identity compulsory at all cyber-cafes. Since it is impractical to implement for our privileged GoI, make it compulsory to capture photo of users in front of the P.C using a webcam. Yes every system in cyber-cafe should have webcam installed and should take pictures every time there is a login. webcams are dead cheap now-a-days.

So, every-time a mail is sent we have photo and not some B/W sketches. If the mail is sent from foriegn countries then...! like Mother of all Terrorists, pureLand then God help us.

We need a Two Prong tactics to control terror, one is external other is Internal..


External:
As already many suggested, Indian Army needed green light to hit and strike Camps beyond LOC, Make sure their is no movement close to border. Update IA RR forces with 21st century surveillance and infrastructure & hard-wares, Keep a strong diplomatic face..

Internal:
Infrastructure, Observation, Training of Para military and Police with updated and logical hard wares, Recruitment of men, Increment in salary for Police..

The places that have been getting attacked are prime locations for terror attacks. The intelligence agencies have always told that these areas need to be well guarded. Be it Zaveri Bazaar, Opera house, the airports or in the recent case Delhi HC. If the police does not do its job than the intelligence cannot be blamed. But on the flip side the police cannot do their job unless they are given necessary infrastructure and equipments. Cheap metal detectors that don't operate, guns weighing half the weight of the officer in charge and Z+ security for VVIP's in the cities make sure that these terror attack will keep happening.

Having said all that with all the limited equipments the disaster management has improved a lot. Emergency helpline number, quick medical attention and reaching out to the people to be calm and help the police has decreased in the number of fatalities. However, investigations should be swift and attackers should be caught.

For me, its going to be divided into long term and short term and then internal and external.

Long Term:
Reforms. This is the key. Police and Judicial reforms. I put it in the long term because we know the slow pace at which any such reforms take place mostly because of political will. make the police force independent of political control as in with transfers and appointment etc and also get them of political slavery to do their donkey work including bandobast.

Training in modern day counter terrorism. Modern weapons, equipment etc

Reform Judiciary to tackle terror related cases faster and free it from political delays. Any terror related judgment to be carried out within a stipulated time frame, but off course with all due stages, including clemency appeal so that we dont appear to be giving anyone a short deal. Well India is a democracy and we have to do that.

Short Term:
kick the entire police force in its behind and get to fight. Police force across the country are nothing but a lazy bunch of people with big tummies and filled with people interested in "upar ki kamai" than work. Once upon a time, police intel use to be good. It worked right down to the constable level. Sadly they are nothing but fat masses of protoplasm interested only in kamai wali posting. The key to fighting terror i feel is the police force right down to the junior most level. They have to be the eyes and ears.

Internal:
Terrorists are operating Inside India and in probability with some element of local support. We have to fight them. Again it will happen only if the policing is good.

External.
We know who sponsors terrorism. We know where these trails usually lead. We have to keep up the diplomatic pressure though it does not account to much, but we also have to take a tougher military stance. I have been advocating a combat air patrol with heavily armed fighters like Sukhois in the air 24/7 and if there is any terror attack in India, it should immediately within 5 mins should result in a strike across the border on pre-determined targets including terror camps, terrorist hideouts etc.
This will raise the stakes for the sponsors of terror. It will also raise the cost in terms of finance as pukis will be forced to take counter measures which will be a drain on their crumbled finances.

There are other points in my mind, but short of time. will gather my thoughts and post later.

Then we keep sitting "haath pe haath dhare". I guess an "Annagitation" is required for this as it matters common man more.

Ultra stupid it will be abused.The politicos and the corporates will use it as hitmen on commoners.We do not need a sheila massod type case on us everyday.There is ample scope for abuse in your suggestion

JP who said it will be under politicians ??? i said private fund, for private use, nothing to connect it to GOI, thus it give more flexibility.
