That's false & incorrect statement. Aircraft are routinely ordered well before IOC let alone FOC.

Even if HTT40 order is placed today, it will take 4 years for the first aircraft to arrive, by which time IOC/FOC would be over
That happened with IJT Sitara and it failed spin trials later. Rest is history. Cannot blame IAF for orders at this stage.

Big day for IAF chief Bhadauria. As team-lead in Rafale negotiations, he stands vindicated by Supreme Court today. Symbolically perhaps, while the verdict delivered today, he was busy taking a spin in HAL's HTT-40 basic trainer aircraft, a big show of faith in the project.

Has anybody witnessed the climb rate of HTT 40? It looks very high like naval Tejas. It appears to be climbing very fast to me.

Isn’t IAF budget overstretched, do they even have budget left after Akash, S-400 and rafale?
One benefit of having government PSU is both of the institution are under government so it's like taking from one hand giving to another and it's make in india project most of the money will stay in india when we buy from outside then it's a real issue because in that case our reserves are going out. There must be a plan to give payments to indigenous products slowly slowly . Tejas deal is also going to get singed by the end of this financial year. Btw most of the time payments of HAL are delayed by IAF then HAL is forced to take loans from bank. But still it's indigenous systems that's why we can afford them. When we purchase foreign equipment we have to make heavy advance payments but that's not the case with indigenous one's. I was listening to one IN officer interview he said when we build a ship in india project goes on for 4-5 years and because of stretch of the project for us it becomes a easy instalment that's why Indian navy is most well equipped even after they receive lowest budget compared to IA and IAF.

It isn't simple math of taking from one hand and giving to another. There are share holders who get benefit then there are perks given to HAL employees not because they produced a marvellous products but HAL was able to charge more from IAF.

Delays by HAL results in cost overrun of billions of dollar too. It's a tricky game which results in loss for both side.

Payments made on time and delivery schedule on time is key for any business to sustain itself.

Cost of the HTT-40 is what? $3m? And IAF only needs to pay 10-15% on contract signing so they can order the full 106 (they won’t of course) for the cost of 2-3 AH-64E. IAF can find $30-50m laying around if they need to, GoI gave armed forces emergency funds in the billions multiple times over the last 3 years.

I just realised I hadn’t factored in the 10-15% upfront payment. So in fact the IAF could ORDER 106 HTT-40 for the price of 2-3 LCHs! 2-3 Apaches would actually cover the full cost of 106 HTT-40

Money can be found if push from the top comes.

This goes for LCH LSP that’s still pending too.

said before and I’ll say it again- MOD should ring fence 20-30% of the CAPEX for all 3 services just for IDDM and then gradually increase this until it’s 80-90% by 2030.

Yes but HTT 40 won't fall under emergency purchase.

Purchasing spare parts for the aircrafts or weapons will go to emergency route.

IAF can definitely pay for trainer too but i think with availability of Pilatus in a small but good no.s they are looking for the trainer to mature first. By the end of next year we will have a clean picture .

HTT-40 inches closer to FOC, IAF set to place orders soon
The State-owned Hindustan Aeronautics Limited (HAL) after demonstration of critical six-turn spin test capability is now one step closer to the Final Operational Clearance (FOC) as testing of the aircraft post lockdown is in full swing and latest media reports confirm that Indian Air Force (IAF) and HAL are all set to ink a contract for 70 HTT-40 Basic Trainer Aircraft (BTA) soon. IAF recently canceled the previous proposal to acquire follow on 36 Pilatus PC-7 MkII trainer aircraft from Pilatus Aircraft of Switzerland and instead might go with HAL HTT-40 BTA to boost Made in India aircraft orders down the line. Air Chief Marshal RKS Bhadauria recently has confirmed the air force’s intention to acquire 70 HTT-40 BTA from HAL. According to HAL, HTT-40 BTA has cleared all Air Staff Quantitative Requirements (ASQRs) as per IAF’s requirements and successful spin tests allow IAF to put the aircraft into service and place orders for the same.

And how will HAL pay it's suppliers who are private by the way and are involved in Tejas program in a big way?
Only if budget is allocated hal can proceed to buy avionics from Israel and they have a pretty long lead times. Govt is actually sitting on 2 lakh crore dues to all msme's.
