India has had gunships for a long long time, they are rarely used in CT ops because of how the Indian military has formulated its CT doctrine. For the latest surgical strikes ALHs flew SF operators to the LoC but did not fly over, Pakistani AD is rather dense in PoK and the risk to these airborne assets would be too high.If we had used Rudra, we could have shredded the Pakistani troops who came in trucks and then retreated.

So the Rudra is a lovely machine and will be an absolute beast when used in the plains to shred up Paki armour but it has very very limited utility as far as the Indian military goes for CT roles. The standard Mk.3 with FLIR (as was seen flying during Uri) is more than sufficient for SHBO and any other CT ops.
