1. Uniform Civil code
2. Removal of article 370

Let us discuss here..Eventually GST should be levelled on all products, otherwise you are just creating avenues for leakage. As far as public transport goes, this government has done more than almost any before and they have built up solid infrastructure. Fuels are also source for state revenue (along with alcohol), so little interest in states to bring it under GST.
There comes a point in time when federalism is doing more damage than good. Despite GST implementation, we have that are still functioning as separate countries, namely Kerala and West Bengal for example. This cannot continue and there is simply no justification. GST common laws have to be enforced on states that cannot earn their own money. Punjab, Andhra, Delhi, Kerala and Bengal are like Sri Lanka right now but holding on because they are in our Bharat.Let us discuss this here..
GST in nutshell. Will never be the way it was sold initially. One nation one tax is never gonna happen, more so given the disparity in states' earnings..moreover states will never allow that.
Centre has still not managed to get all states to agree to something as basic as one road tax leave alone big-ticket items...
Public xport - Centre tried vi's JNURM but that's about it. Almost all state transport Corp is running in losses and buses... Well... They are beaten to death and again beaten....
It still takes a 6 hours journey via bus from Delhi to Chandigarh... And Jaipur...
The infra push is not enough for brownfield projects.... Greenfields. Are way better IMO.

One of the biggest reforms that remain in bringing aviation and shipping fuel under GST. If aviation is not simplified, we will simply lag behind in connectivity. Remember, even today despite so many infra projects, massive areas of our country are not connected. We have a total of ~419 airstrips across the country but only 125 of them are functional and 102 are operational. That leaves over 300+ airports that are now in the middle of nowhere, rotting away.
As for the loss-making public sector entities, this is common across the world. China's CRH is a loss-making entity. So are many of their state sector companies when you consider their domestic operations. The way they offset this is by winning development tenders overseas; building ports, railway networks, ships, electric power plants, etc., in middle-income and rich countries (e.g., the port in UAE).
