there is a possibility that congi knew about his transfer in advance thru their minions within twitter, got their tweets banned and played to gallery to increase street cred saying “dekha rahul baba ko touch kiya tho transfer kar diya usko”.

This fcuked up. Now expect him to use the "India card" and try to get close to Government of India in the name of development. But then maybe not, cause twitter is not google. But this government being like it is, I won't be surprised if they end up calling this guy here and felicitating him.
