First-ever Pakistan-Russia Strategic Dialogue begins in Moscow today

ISLAMABAD - Pakistan and Russia are all set for the first ever Strategic Dialogue that is aimed at upgrading political, diplomatic, economic and defence relations.

The inaugural session of the Dialogue begins in Moscow today (Wednesday) with Foreign Secretary Jalil Abbas Jilani leading the Pakistan side.

The decision to have this dialogue at foreign secretary-level was taken by the two countries last year. The dialogue could subsequently be upgraded to the level of foreign ministers, just like the Pakistan-US strategic dialogue
.
Diplomatic sources told The Nation that the two sides will discuss bilateral economic, political, defence and security cooperation. Regional and global issues of mutual interests will also figure in the dialogue, including the Afghanistan situation. Notably both the countries have general convergence of views on key international issues including Afghanistan, Egypt, Syria, Iran and Iraq. Disarmament, counter-terrorism, drug-trafficking and global security are also among the key areas of convergence between the two countries at bilateral and multilateral levels.


For Islamabad the initiation of a strategic dialogue with Moscow assumes special significance as Russia is a major global power and is now effectively asserting itself as one of the five veto-wielding members of the UN Security Council.
Pakistan has ongoing defence cooperation with Russia and prospects of it bolstering are evident by recent exchange of visits by the military top brass on both sides. In a significant development military Chiefs of both the countries exchanged visits for the first time recently.

Pakistan's army chief Gen Ashfaq Kiyani visited Moscow last year and the Russian Air chief visited here earlier this month. Diplomatic sources refer to the exchange of visits as a signal of mutual interest in augmenting collaboration in the key areas of defence and security.


Pakistan and Russia have been exploring the prospects of enhanced bilateral cooperation through joint economic projects in the areas such as energy, power, railways, telecommunications and IT. Russia, which is one of the world's leading energy producers, has offered Pakistan collaboration in oil exploration and its major transportation projects.


The two countries have had collaboration in the area of space and satellite technology and in the aviation field.
At present the two-way trade between Pakistan and Russia stands at almost US $542 million with the balance tilting in favour of Russia. The numbers are considered far low and the potential of increased trade is estimated in vicinity of US $4 billion.
Russia has been supportive of Pakistan becoming full member of the Shanghai Cooperation Organisation (SCO). Pakistan has also shown its eagerness to develop strong political ties with Russia. In June 2005 Pakistan supported Russia's bid for observer status in the Organisation of Islamic Conference (OIC) and in turn Russia helped Pakistan obtain the observer status in the SCO.
Pakistan's relations with Russia have been growing over the past decade with top-level political and diplomatic engagement. Pakistan's Parliament and its envoys have repeatedly advocated the need for stronger ties with Russia during debate and discussions on Pakistan's foreign policy priorities. Think tanks and former diplomats also appear to agree to this view.
Moscow re-established a political dialogue with Islamabad in February 2003 when President Musharraf visited Russia. However, due to Russia's active engagement with India not much headway could be made on this front at that time.

President Musharraf blamed Moscow's pro-India policy as an obstacle in the qualitative development of Pakistan-Russia relations in the post-Cold war world.

However, Russia is now no longer fixated on India and does not look at its relations through the prism of India. It is beginning to look in other directions too. The emerging global scenario and new strategic alliances including the Indo-US nuclear deal have made it accelerate engagement with more countries in the region.

Moscow and Islamabad have been cooperating in the UN and on key international issues. Both share the view on the need for a multi-polar world and the centrality of the UN role in the world affairs.

Pakistan is all set to sign a deal with russia for 4-6 sukhoi super 100 jets for indus airlines

Been listening to such dream projects for last 3-4 years. At the end of the day Pakistanis going to spend money which unlike USA aid and Chinese cheap loan and jobs gone to them has to be paid to Russia. India will be happy to see Russia earning money from Pakistan and in return having clout to fix her impulsiveness against India same couldn't have been expected from China because she is there to fuel feud between neighbours.

Do you have any shame calling an independent nation an orphan state of Pakistan ? Pakistan a state who can not even control on going gang wars within it's urban slums and communal conflagration happening throughout its geographical length and breadth ?

You mentality at work in Tibet isn't going to work elsewhere; as long as nations who side with weak and stand for the just are going to dispense their duties; and they are as we speak.

People of Afghanistan should see real face of China who will ultimately make inroads for Pakistan to use Afghanistan as it's terror laboratory.

well it take years to build confidence between the 2 countries.once close to heading for a war.

Pakistan other than some mi 17 and JFT engine.wont buy anything of defence level from russia.when you can get anything from china.

we are exploring trade activities with them.they are now investing in steel mill.we also have started export of even fruit to russia after 37 years.

posted this because for the past many years on international forums,orkut and fb.indians has teased me alot with pakistani economy..now when indian economy is in deep shit and is shrinking(already shrinked to 1.84trillon dollars last year) and is expected to shrink further this year.

while the pakistan economy is on recover mode with a growth rate between 4-5% next year compared to a bankrupt country economy like india which might grow below 2% this year.

I have never been a true believer in the most recent and voluminous Indo russian deals such as leased SSN , FGFA and for that matter in any kind of ToT between these two countries. Only time will tell, how Russia is presently swindling India to the core using India's own corrupted politico strategic decision makers against her. When I talked about Sino-Russian pacts to sabotage Indian and to be specific Indo-Russian joint projects many on this forum came down heavily on me. Well, soon after the accident took place in INS Vikramaditya the shroud of confusion engulfed the entire episode unless GOI (by default ) came up with great veracity to cover it up while Russia and china kept playing table tennis regarding constructional flaws or faulty Chinese bricks but what is clear and naked from this is the Russians in spite of knowing the gravity of the project and the relation between India and China dared to use Chinese components in it !!!! I would like to know how many US components does Moscow use in its high value military projects ? Insensitivity and double standard could be the MINIMUM accusations that we may resort to from this. Recent disaster in INS Sindhurakshak has startled many in the defence community however they are not talking openly about it. Even the date of accident "14th Aug" may be something interesting to look at. It was just 29th jan 2013 that this SSK was shipped from Russia.It is also worth remembering that INS Sindhurakshak is the ONLY KILO class SSK to suffer such a fate. When we look at SSN Nerpa it's history is nothing encouraging. In 2008 it suffered the worst Russian submarine disaster since kursk debacle. Here we should recollect that in the very same year the lease agreement between Indian & Russia was finalized secretively (at least to general mass). The Russian navy blamed it on "unsanctioned operation" of the on board fire suppression system where as investigation held there after reported about a crewman turning on the system "without permission or any particular grounds". Even when I am ready to keep aside my conspiracy theories it can certainly be considered as one of the greatest callousness in the history especially when we are talking about something like a nuke sub.
Now let us shift views to PAK-FA program which is also known to have an Indian hybrid version called FGFA. In this deal India is all set to get fooled over a broad spectrum. Grossly speaking these are 1. Stealth aspect 2. a pure & expensive bullshit called Navator 3. fifth gen level AESA & other avionics 4. Engine 5. Blatant lies about Russian technological capability to pull off a project like this.
1. To begin with Stealth has been the most important aspect of the entire project. More or less PAK-FA is again an air dominance fighter with some extra bit of stealth added to it. Just like any other propaganda country, Russia began with a lot of promises but as the time passes on it has started bullshiting the world with its usual course of verbal diarrhea. Their experts are now banking on the extra maneuverability of PAK-FA to keep it ahead of Raptor and we are also itcheing to cough up 35 billion US $ for this ...Nice is not it? Leave alone F-22, even achieving a stealth characteristics close to F -35 will be a humongous target for PAk-FA.
2. No where in the world we see such weapon system nor we see any great endeavor by the greatest power to achieve something similar very long range BVRAAM rather the present western trend is entirely different. It is only comparable to the Chinese DF 21 program at best while US has shown at least some respect to the later while the Navator got none. If K 100 were to function as theorized it could pose a very very serious threat to US fighters but as of now we hear no remark of worry from the other side of the globe. I can fill in a few hundred lines of technical arguments in support of my POV but that will be unnecessary considering the fact that mostly people out here are more than aware of the level of challenge involoved in making an AAM with such high range with comparatively small lock on range.Even spotting an F-16C at a distance of 300km and engaging it 250 to 200 km away calls for a herculean performance for the on board radar. At best it will be a Russian effort to catch up with the US AMRAAM with a little dose of cold warish propaganda.
3. To be honest as of now there are no (or a very few under technical evaluations by Russian air force)AESA equipped 4+ gen fighter in service with the Russian air force thus all that we hear these days from MOSCOW are more less from the laboratory or the testing ground. Without elaborating further on this it will just be enough to mention that a successful AESA project is a culmination of advancements in different areas of physics ,engineering & miniaturization. Unless we are illogical enough to believe a pakistani type theory of 1=10 its hard to understand how a country with weak economy & ever weakening scientific and technological man power since the disintegration of USSR could keep up with the present day technologies to come up with a matured AESA out of no where that can really equip a genuine fifth gen fighter. This same arguments can also translate to the development of other avionics as well. When it is well known that Russia does not have money to complete some of their vital projects they want us to take it on the face value that they were sailing smooth as far as their fundamental research in technology and science is concerned.It is also worth mentioning that even during pre cold war era avionics were said to be one of the areas where USSR could never challenge US inventions.
4. Just like avionics, engine was never a strong hold for the Russians. Generations of Russian engines have shown a mixture of generic and newly evolving issues. 5th gen engine of Russia is not only suppose to resolve the outstanding issues but also develop a lot of things for the first time such as digital control system (FADEC), supercruise etc. How far they really succeed in doing it only time will tell, but if Indian version FGFA were to differ significantly from the PAK FA in structure and weight then keeping the Russian attitude in mind it seems to be heading a disaster. Once PAK-FA is completed the entire interest of Russian's will be to upgrade and refining the existing platform rather than creating something meaningful for India. Huge cost and time over run is almost imminent.
5. To begin with Russia neither had nor tried to have something genuinely next gen. They perhaps even know that this is not a genuine 5th gen project and all these shinning nomenclature may be just a way to pull out easy cash out of Indian pocket. It was only during 2007 that Russia seriously committed to the research of nanotechnology which is the back bone of modern military advancements. Some of the specialized segments of nanotechnology such as nano solid state physics is a rare subject in Russia yet this holds the key to the success of next generation electronics and computations. With every passing year the gap between Russia and the developed world (including China ) will only increase. They never had the means to fructify such a massive project ..it was all a systematic lie that Russia spitted at us and of course well guarded by our government and IAF to some extent. But, as the time moved on the curtain of deceit has already started to rise and more or less we have given up the hope of a large scale ToT as far as FGFA is concerned.

I strongly believe that there exists a strong segment among Russians that would like to see the rise of communism in the face of so called US hegemony. They will certainly help China in every unofficial way to strengthen it. A number of eminent scientists were given shelters during the disintegration of USSR and brain drain still continues. Regarding many critical issues Russia and China sings in the same tune in the present world diplomacy be it BMD or so called cybber freedom. It is just the beginning of a paradigm shift from the Russian stand point. The more proximity we desire from US the more stern will be the Russian black mail. It is high time that India come of its adolescence and learn to survive independently otherwise that day is not far away when half a dozen enemy neighbors around India will tear her apart.
