Azeri troops killed in clashes with Armenia as tensions flare

Baku (AFP) - Azerbaijan said Friday eight soldiers had been killed in three days of clashes with arch-foe Armenia on the border and near the disputed Nagorny Karabakh region as tensions spiked in the long-running conflict.

Azerbaijan's defence ministry said Armenian troops had ramped up their activity in the past few days and attacked Azeri positions.

"Reconnaissance and sabotage groups of the Armenian armed forces attempted to break through the line of contact between the troops along the entire front line," the ministry said, adding that the Armenian troops had been repelled.

"As a result of clashes over the past three days, eight Azeri troops have died," it said.

Azerbaijan and Armenia have been locked in a protracted conflict over the Nagorny Karabakh region with occasional skirmishes along the front.

The latest clashes however represent a surge in tensions between the two countries, with one prominent Azeri military expert saying Baku has not suffered such losses in a single bout of hostilities since 1994.

Azerbaijan said Armenia had also suffered losses, although it did not provide any details.

In Armenia, a high-ranking defence ministry official presented a different version of the events.

Speaking to AFP, he said Azerbaijani "sabotage groups" had tried to break into Armenia and that the Azeris had lost 14 troops in the latest skirmish.

"Azerbaijani subversive groups were ambushed," the official said. "As a result, they have 14 dead and lots of wounded. There are no casualties or wounded on the Armenian side."

Officials in Nagorny Karabakh for their part said two Armenian troops died in an attack by Azerbaijani forces on Thursday.

Armenian-backed separatists seized Nagorny Karabakh from Azerbaijan in a 1990s war that killed 30,000 people.

Despite years of negotiations since a 1994 ceasefire, the two sides have yet to sign a peace deal.

- No military solution -

US officials said Washington was concerned about the escalation of violence, calling "on the sides to take immediate action to reduce tensions and respect the ceasefire."

"There can be no military solution to the conflict. Retaliation and further violence will only make it more difficult to bring about a peaceful settlement," said deputy State Department spokeswoman Marie Harf in a statement.

She added US officials "stand ready to help efforts to bring about a lasting settlement."

Azerbaijan has threatened to take back the disputed region by force if negotiations do not yield results, while Armenia has vowed to retaliate against any military action.

Uzeir Dzhafarov, a prominent military expert in Azerbaijan, said clashes had recently intensified between the two sides.

"Azerbaijan has not had such losses since March 1994," he told AFP.

A security analyst in Armenia, Stepan Safaryan, for his part pointed out that the clashes came as international mediators tried to organise a meeting between the leaders of Armenia and Azerbaijan.

Safaryan suggested that the leadership of Azerbaijan had sought to wring concessions from Armenia in the run-up to the meeting.

"Through such an escalation Azerbaijan is blackmailing the international community and the Armenian side before the meeting," he told AFP.

The Karabakh peace talks are mediated by the so-called OSCE Minsk Group, which is co-chaired by France, Russia and the United States.

Moscow (AFP) - Russian President Vladimir Putin said he believed there is sufficient good will to resolve the Karabakh conflict as he hosted Sunday the leaders of arch-foes Armenia and Azerbaijan.



At the meeting with Azerbaijan's President Ilham Aliyev and Serzh Sarkisian of Armenia, Putin expressed satisfaction that both leaders had expressed their commitment to seek a peaceful resolution of a conflict that has dragged on for a quarter of a century.

"Of course, any difficult situation can be resolved if there is good will. There exists that good will of the Azerbaijani people and of the Armenian people," Putin was quoted as saying by Russian news agencies at the talks being held in his summer house at the Black Sea resort of Sochi.

Nagorny Karabakh, a region mostly inhabited by ethnic Armenians, broke away from Azerbaijan with the help of Armenia in a war that claimed some 30,000 lives between 1991 and 1994.

The tensions between energy-rich Azerbaijan and Moscow-allied Armenia have escalated as ex-Soviet republics are uneasily watching the Kremlin's historic confrontation with the West over Ukraine, where government forces are battling Russian-backed separatists.

A shaky ceasefire has become even more tenuous in recent weeks with a spate of clashes that have left at least 23 dead.

Even as their leaders were in Sochi, holding separate bilateral talks with Putin on Saturday, clashes continued along the so-called line of contact.

Shooting and shelling overnight killed one Azerbaijani soldier and destroyed two houses in Armenia, according news reports from the region.

Azerbaijan's Aliyev expressed "hope that in the near future through negotiations, peaceful means we will find a resolution in accordance with international principles and further justice."

Meanwhile Sarkisian said Armenia "believes that in fact the conflict can be resolved, that it needs to be resolved on the basis of compromise, and on the basis of the principles proposed by the OSCE" mediators.

Russia, France and the United States had co-chaired mediation efforts under the aegis of the Organisation for Security and Cooperation in Europe.

The blueprint for the resolution of the conflict would include a phased return of occupied regions around Nagorny Karabakh to Azerbaijan's control, introduction of peacekeepers and a special transition status for the region, with residents getting a chance to express their will on its ultimate status within Azerbaijan.

While there was little hope of a breakthrough in Sochi, the reaffirmation of the willingness to find a peaceful resolution to the worst post-Soviet conflict was a change from the sabre-rattling that preceded the meeting.

Armenian Defence Minister Seyran Ohanyan said ahead of the summit that expectations of a complete peace or even a return to a full ceasefire were "misplaced".

"Such meetings provide opportunities to start, to continue a dialogue," he said.

"We all know well that dialogue is the only way to resolve questions peacefully."

After a failed attempt earlier this year by French President Francois Hollande to bring together the Armenian and Azeri leaders, Russian analysts saw the Sochi talks as reaffirmation of Russia's predominance in the region.

Putin indicated that Moscow supports international efforts to resolve the crisis, but that he believes Russia has a special role to play as "we have especially close relations and a long history that allows us to frankly exchange views on where we are and what needs to be done to move forward to settle this problem inherited from the past."

He called on his Armenian and Azerbaijani colleagues to show "patience, wisdom, and respect to one another in order to find a resolution" to the crisis.

Some analysts have suggested Russia may offer sending in peacekeepers as a way to cool tensions and restore the fragile ceasefire.

CHISINAU, Moldova (AP) - Moldova's foreign ministry has called on Russia to withdraw troops and weapons from a separatist pro-Russian enclave in the east of the former Soviet republic.

The ministry appealed to Russia on Tuesday to pull out some 1,500 troops and thousands of tons of weapons from Trans-Dniester in accordance with commitments made at a 1999 summit of the Organization for Security and Cooperation in Europe.

Russia on Monday accused Moldova of trying to destabilize the region and force out Russian troops.

Trans-Dniester broke away from Moldova in 1990 over fears it planned to reunite with Romania. Some 1,500 people died in a 1992 war.

Russia is angry that Moldova signed an association agreement in June with the European Union; in August Moscow placed an embargo on Moldovan fruit.

Moldova is an ally of Romania, which is NATO member, and could try to solve Transnistria with it's help if Russian peacekeepers would leave.

Yup, we expect the escalation in Transnistria in September. Ukraine has already established a blockade of this region and pulled some troops to Odessa (officially for the 24th of August parade).

Moldova and Ukraine simultaneously conducted military exercises on the border with Transnistria.

So, August 7 at the Bulboaca site under the supervision of Defense Minister Valeriu Troenko and Chief of the General Staff of the Moldovan fighters brigade "Stefan cel Mare", gunners, anti-aircraft gunners and soldiers of the 22nd peacekeeping battalion conducted military exercises. Only exercise involved about 500 members of the Army of Moldova.

Also on August 7 military exercises on the border with Transnistrian Moldovan Republic held coastal defense troops of Ukraine. Teachings oversaw commander of the Ukrainian Navy, Rear Admiral Sergei Haiduk.

Putin seems to be busy finishing the obituary of whatever remaining neighborly goodwill Russia's neighbors have on it.

Putin may be able to salvage some odd territories with "Russianic" inhabitants for his Imperialistic dream (or nightmare) but there's no doubt that he has lost the strategic fight. These smaller countries are lost from Russia and will not return to its fold in a very long time (if ever).

Transnistria declared a general mobilization: the order is effective immediately

Chapter Transnistria Yevgeny Shevchuk signed the order for mobilization. From August 21 in order to force steps. All military service, reservists, all employees of state agencies Transnistria will be mobilized. In the end Putin will get pockets territories around it that have predominant ethnic Russian populations. But all indication suggest that the countries to which these territories belong to are already lost to Russia. Russians may have short term "feel good" nationalistic moments but the long term prospect of its power and influence in its neighbor does not look good. Russia may have to rely more and more on brute force to get what it wants from its neighbors....

I think Russia will not annexe any parts of any country and instead assist them to resist.

It all depends on EU reaction.

If they bring in military force, then Putin would get a handle to justify annexation.

EU will not allow him that luxury and so in the bargain, these territories will fester and when the economy of the united country depletes, then a new façade will commence!
