When it comes to policy about India or China, there is a broad consensus in Pakistan. Regardless of who would be in power, Pakistan was doing to do what Pakistan did in Feb. 2019 when PAF downed the Indian fighter jet. And there is a long history of such consensus: In the 1970s, when India did the 'Smiling Buddha' nuclear explosion, Zulfiqar Ali Bhutto initiated the Pakistani nuclear weapons program. In 1998 when India did its nuclear weapons test, Nawaz Sharif responded. In early 2000s, India tried to use the 9/11 environment to use a flimsy Indian Parliament attack to amass troops against Pakistan, Musharraf acted. In November 2008 when the Mumbai attacks happened, India was seeking a 'face-saving' strike against Pakistan when Zardari was the President but India was categorically told that that would not be acceptable.
And there are probably many more such examples. The Pakistani political class and the 'establishment' are one and the same when it comes to foreign policy.
