Their army has been relegated for defensive hold the line action for maybe decades if their top commanders actions and words are anything to go by. the rhetoric of pakis attacking india is just bait for their own population to make them happy. due to their conventional inferiority and since they are not going to catch up with india again even with India's traitorous self imposed procurement challenges,they can never conduct another offensive action alone without suffering a humiliating loss which might cascade into losing face and relevance in paki society. Thier purpose is to hold onto the supply base that is Pakistan for the offensive action that they are undertaking. This is not going to change and there will be no change in pakistans behavior as this Mission has been permanently embedded in their nation's psyche and cannot be removed without damage even if the generals now want to do so.
this is being cemented for decades and will accelerate as India finally gets to produce its own weapons.
So who is the offensive arm : EASY,there are two components : the jihadi and internal elements within India.
If you cripple these two then Pakistan's Whole Long Term Strategic Gamble will be a Loss.
We must not just fixate on Crippling/Destroying Pakistan, the real offensive arm are the terrorists and internal anti nationalist buffet, the former of which they can produce in virtually unlimited quantity as they are of low value and they can afford to lose them as they won't contribute in any other way.
My suggestion is to work on the indiginous component of the jihadi arm and to demoralize and hound and humiliate through legislation and culture the internal anti nationalist buffet.
Start by reducing the tfr of the Muzzie pop in Kashmir through various women empowerment schemes. Also practice this technic in other parts of the country with a focus on their community. Emphasize their communities archaic values and push for legislation outlawing these practices and encouraging people to criminalize them. Push for a Uniform Civil Code that is specifically biased towards festivals and rituals rather than doctrines and rules as this will be naturally biased against muzzies as their religion reads like an instruction manual. this will encourage even more defiance from apostates. dharmic religions on the other hand seem to have as their relative USP a lot of celebrations and bread and circuses.
