Most of such insurgencies demand COIN operations with more sophisticated knitting among local population and specific kind of special forces deployments with local police (read Pashtun participation) making its core.

This is an interesting point. Having such a massive investment in both conventional and unconventional fighting assets the exposure becomes a necessity to keep them primed. Well, Musharaff used to fly in jumbo jet Boeing 747. I don't think it had all those VIP protections apart from the comforts like a hotel in the sky. It's flying cost per hour was $20,000 - $30,000. I don't know why they discontinued that after he was kicked out of office. My guess is subsequent puppet PM's of Pakistan would have realized that since all their foreign trips are unofficially for begging alms, they better not fly in style and show off and come off as rich to those countries who are there to give them the alms they want. Beggars should travel according to their aukat.

Pashtuns, Balochis and Sindhis are not having great relation with Pakjabis. Both Afghanistan and Iran have some sort of ownership over this people due to same tribe. Also, pakjabis used them for their own agenda.
This create a lot of distrust among this groups.

Hence continuous push pull fighting in this regions.
