The difference is that Tempest has a clear leader : GB, already involved in the F35.
SCAF has to be leaded by France, and we clearly said that a F35 purchase is not allowed (because we will have to share too much with the F35 cloud I think).

Maybe even develop a VTOL variant for Spanish Carrier.

No VTOL variant : too complicated to have a "same" frame for a CTOL and VTOL plane (see F35), and too few numbers to be produced.
More and more french are seeing a pure franco french developpment... Honnestly I don't know.

France is an independent power quite unlike other European countries and quite opposed to the anglo saxon alliance.
