Diplomacy!...is the art of saying nice doggie!.....till you find a rock good enough.

We are good at the art of saying "nice doggie!" but we dont have the will to take the rock and throw it at the dog.

As Dr. Amartaya sen in his book The Argumentative Indian he has opened the book by telling that we Indians love to argue. We love to talk talk and talk. Ask an Indian to talk the whole day in an forum he will. Who can Forget Mr. Krishna Menon at the UN when Pakistan claimed Kashmir and Kashmiri's were theirs(contrary to their eulogy of Kasmiri freedom), a 9 hour speech made the whole world tke notice of him. When Gen. Cariappah was posted as a diplomat in Australia who could forget the change that he managed to bring in the country's immigration policies. And above all our diplomats pulled out a stints that were nearly impossibile like the Indo-nuclear civillian deal with the US and using it as a launch pad to get the approval of the NSG and the IAEA? So where does all this achivements go? What do the political parties and the Governments did to squander all this? Is it just politics or something deeper inside that causes many things to come to a stand still? We first need to see the History of the whole of Indian foreign policy since the time of Independence and Partition to the modern day.

Independence and partition of the Indian sub-continent:

The concept of India was drawn by the leaders of the erstwhile Congress parties that consisted of leaders like Gandhi, Nehru, Patel Jinnah et al. These were the first and foremost political intellectuals in India whi defined India and were struggling for autonomy. The British were taking a bad beating from Germany when the full scale offensive was launched against the British Raj in India. This is when Diplomacy started in India. Jinnah lost his way along the course and he turned paranoiac about a Hindu Majority country and his own minority of Muslims and he parted ways with Gandhi and Nehru to form Pakistan. This was the first diplomatic failure of the Congress of the time...he Partition. The Partition lead to the destruction of many homes and the largest migration of the whole century. This was a great mistake on the part of the congress leaders and the haste of the British to get out of the sub-continent as they were finding it hard to keep their own economy at home afloat. Thus they partitioned India and Pakistan loosely and flew as fast as they can back home. This creating a river of blood between Pakistan and India.

Creation of India:
India as Indra Gandhi described before the 1971 waris not a country but an ideology. It was this mantra that Sardar Vallabhai Patel used to bring in all the Princely states together. Bringing in 568 states together was not an easy task and no one would have accepted to make it a country, so the only way to bring them together was by sharing a common iideology of Peace, prosperity, equality and freedom of expression. This was the first greatest diplomatic effort of the Neheruvian era where the creation of India was put on the fore front.

The Hyderabad saga:
The ruler of Hyderabad being a Muslim majority province refused to accept Patel's offer and wanted to join Pakistan.

It was illogical on the Nizam of Hyderabad's part to stay with Pakistan or have a free state as 85% of the population was Hindu and were pro-India at that time. The Nizam started organising the war when Operation polo was launched and Hyderabad was captured. Pakistan even in those days were providing moral support to Hyderabad (which i feel is absurd). After operation Polo a plebiscite was conducted and everyone wanted to join India so the matter was sealed.

Accession of Kashmir to India:

Kashmir Acession to India:
In August 1947 when India got its independence a day after Pakistan. And Mr. Patel the Deputy Prime Minister of India pulled out a Massive integration of nearly more than 500 states governed by the kigs into a comman union. The State of Kashmir, then ruled by Raja Hari Singh was still thinking of acceding to which country, when Pakistani troops over ran the Kashmiri region of Gilgit-Baltistan and the Northern areas (Mohd. Zaffrullah Khan admission on july 31 1948 in UN). This forced him to approach indiafor support and Patel talked him into signing the Accession Instrument as the other 593 princely states had signed and was accepted by the Governer General of India Lord Mountbatten. This Forced India to send her troops to Kashmir to drive out the Pakistani Army. After the admission of Mohd. Zaffrullah Khan in the UN that Pakistani troops were present at the time Pakistan was asked by the UN to withdraw all its troops from the Kashmiri territory and a truce agreement was signed until a pact was reached.

The rot appears to start from top not from bottom.Whenever india won on ground or on table its top leadership always lost it in its magnanimity or what you called Alice in wonderland syndrome.be it nehru by taking Kashmir to UNO, Krisna menon for his ostrich like behaviour during time of 1962 indo-china war or lal bahadur shastri for not pressing ahead in Tashkent or even indira gandhi for not setteling the kashmir once for all in 1971.
