So, this Drone PLI scheme can be used by defence manufacturers to manufacture UAVs in India and is not limited to the drones we fly as “toys” or other civilian applications.

Unless mera KLPD ho and GA makes commercial drones as well which I’m unaware of.
India is bringing in a drone law as per which neither you can sell or purchase drones online or offline without prior permission from concerned people. So this PLI scheme is going to help only in strategic field rather then commercial ones.

Byraktar is comparable to Rustom-1. Now please compare the crash rate of Byraktar with that of R-1.

Now if you compare the service record, please note that IA don't want R-1/ Byraktar capability. IA is more interested in capability equal to Heron or something to exceed it. So R-1 is not going to suffice that and capability wise R-2 is on another level then Byraktar.

To test a drone, subsonic is good enough.

More then that, Turkey has the backing of companies working or worked in past with NATO.
But, Turkey has their own drones flying with cruise missiles.

What is the issue with ATAGS? Is the weight more than what the Army mentioned in its requirements?

And why don't they simply sell the technology of Dhanush to a private manufacturer who can stick to timelines and quality? OFB needs to be sold off anyway(at least a lot of factories in the cluster), this might as well expedite the process.
