Who are such officials? Are they IAS or from some other cadre? And if they are in sensitive positions in MoD why can't they be constantly monitored by the intel agencies?

Not only from IAS but also from Indian forest service.
One got appointed in Dept of defence production last month.

Right it was already tested, so what's this new news is about? Hopefully user trials. May be being tested with all the bells and whistles.

I suspect it's user trial.....but can't confirm this
3 prototype are being tested with 20 flights each......total 60 flights
And I believe 3 prototype are one each for army navy and airforce (my speculation)
