No they don't. They come up with asinine requirements all on their own. But the arm twisting part is correct.

Step 1 - Create a RFI that no one can fulfill and ask domestic industry to come with a product.

Step 2 - Drop the RFI since nobody could come with a solution to a problem that simply doesn't exist. Go for the FMS.

Step 3 - ?

Step 4 - Profit.

When a country through most of its part of existence since 1947 gave fuking leftists and liberals the free run to denigrade the self esteem of Indians by eradicating our pride self esteem and trust on anything indian be it our traditions culture hero's etc by portraying fuking Islamists and colonists as superior and extolling the inhuman bast&&ds , and subsequently brainwashed through school books , publications , media and narratives so much so , majority of our generations ended up having low esteem pride and trust for our own countrymen.

And end of the day things like the above happen . We end up needing outsiders to certify our trust in our own people and in our own capabilities
