The biggest of all probability. We are only concerned with the development of the product. We are least bothered about how it would be used by services post induction. For us, its like, "it has been developed, and if services are not inducting it in 1000s, they are corrupted".

But we should look into the requirement of any platform from user POV. The only gunship we operated till date was Mi-24, which is a beast when compared with LCH. Obviously operational use of LCH would be different then Hinds. So as of now LCH is seeing operational usage in exercises. Based on its performance around the vast expense of scenario and geography, services would come to to a number required.
After this RFP would be issued and then your point number 1 would come into force.

As for ATGM integration, for IA, it is a must before mass order placement.

How come iaf will use it with just rocket pod and AA missile
Definitely iaf will use it to assist army and they need atgms
So it must be no 1 priority for both the services

The tweet is more about the stupidity of Twitterati. We want MOD to change, we want forces to change and everyone else to change. But we don't want to change our thought process.

As per him DGCA should place a requirement.
What if they place an order and expect delivery within 6 months?
What if the platform is not yet been developed?
What if the developers take a year to develop it?

We have never understood the fact that our defence procurement suffered because of this attitude. We have never been proactive in designing and development. We had always rushed to drawing board once requirement comes up. Designing and development would always take its own sweet time and by that time foreign products get inducted.

His question should be, why our developers has not yet came up with various version of the platform? But his intelligence can only fathom, DGCA should ask for a gun system.

The first question you should ask is, what would IAF do with an attack helicopter? CAS should have been domain of Army when LCH and Apache was envisioned for first time in India. Theatre command would change this perspective, but traditionally it should be IA operating the CAS platforms.

Its like IAF operating the helicopter division of IN for SAR and attack missions. Basically MOD and IAF delayed the LCH and made IA handicap here. With induction of Rudras in IA, don't expect LCH to come anytime sooner in IA in numbers.

in absence of official explanation on how this process works, everybody is interpreting the process in their own way. official explanation is not forth coming because that information can be used to game the system.

i suppose until someone puts some thought into this, to figure out a way to explain these complexities, this will continue.

this happens in other verticals of governance as well. there used to be a time just a few years ago what RBI will focus on next used to be a mystery, which inturn used to lead to uncertainty and speculations. now a days, they release periodic communication to the market on their plans, and market plans accordingly.

But even rudra lack atgms
When will they order those for existing rudras ?
That's sad that prachand induction will take long time as RFP is still pending

Actually not. You don't get any explanation on how Demand and Supply chain works. You do get knowledge on that.

In our case, services do come up with a requirement and let DRDO know about it. After that DRDO goes to drawing board to design and develop it and then search for a partner to build it. Then it would go through tests and failures and redesigning and all. It means from requirement to actual product delivery, a decade gets passed.
In between all these, we expect our services to wait for the product to come up. If they go for off the self purchase of any other platform, it would be RR is social media and corruption charges would start arising.

The ideal situation IMO is, DRDO should detach itself from product development. Instead they should be developing technologies. These technologies should be transferred to companies who should be in-charge of product development. Once it gets developed, it should be proactively handed over to forces for testing and based on their observation, if it needs improvement let it be done and be presented for usage.

The aim should be to create a demand of the product you have and not sit around for demand to come and then run for product development. This is the reason we need private participation in product development. We can't expect this approach from DPSU because of obvious reasons. And DRDO should be keep out of CAG audit.

was referring to info in public domain, forces and DRDO may have their internal procedures, but the most of confusion is happening in the minds of commentators.

That's why IA came up with Apache proposal back in 2000's. But that too got hijacked by IAF and instead of Army, IA got hold of 24 Apaches.
So I am leaving all my hopes on lch induction
But atleast they must induct atgms for rudra otherwise it will always remain underequiped

Some updates from my side
1 . Firstly 2 jaguar darin 3 will be integrated with ngccm , with maxm range of 25 km at 6 km altitude in head on chase .

2. Mpdms with 2 remote lunchers is in progress, most probably for vehicle mounted version.
3.we can see mpatgm tests in coming months
4.
Isn't Jaguar DARIN 3 already integrated with ASRAAM (NGCCM) ?
