Can someone tell me the difference between SCA and ISTAR it seems so confusing

SCA is all about Signal intelligence and Communication jamming.

ISTAR is more of an wholesome system with SIGNIT and COMJAM as two of its feature.

You could think SCA as E/A growler whereas ISTAR is equivalent to something like Poseidon.
