@Hari Sud ji , he has a radical opinion of privatising the DRDO , so as to make it more efficient and better managed with faster completion of projects it undertakes and thus he voices this opinion of his with great emphasis regularly in this thread.
@Lonewarrior ji has therefore made an attempt at sarcasm at his opinion of privatising the DRDO by arguing that @Hari Sud ji must hold a place in that high powered committee constituted by the Government of India , so that he may put forward his views directly to the GOI so as that he might have a chance to influence the GOI to realise his views on privatisation of DRDO .
Thus I have attmpted to explain to you about your query and the background behind the post of @Lonewarrior ji with respect to @Hari Sud ji to the best of my abilities.

If done and realised correctly, this is going to be one of the landmark reforms of this government. It has potential to change defence industrial complex in India. But it will take time. Committees take 2-3 years to come out with reports. Then it is on discretion of the government to accept the recommendations or not. If there is a change in government, there is no assurance as to whether the report will even be considered.

It is good to hear that the government has setup a high powered committee of ex Army officers and bureaucrats to re-organize DRDO.



I would have recommended a few business men in the committee to introduce discipline, accountability, and responsibility in the organization.

Failures are to be discouraged and successes rewarded. Like big rewards for Moon landing scientists.

A method has to be developed to retire/eject old inefficient people. Newer, more promising scientists are to be brought in with rewards for their timely success.

This shows non R&D background. Failures are part and parcel of innovation, if you never fail then it means you never tried to stretch you capabilities.

Unforced errors should be punished, brilliancies should be rewarded. No harm in rewarding success also, but no point in punishing failure.

Failures are Much greater at DRDO. Success is heralded years before delivery. My hat is off for their PR job.
