Why not? Wasnt BF ULH developed without those PSQRs?
Now you have completely messed up the procurement procedure.
In India, staff or user first layout the requirement for a system. Based on that requirement, the developer, DRDO in our case, develop the technology. At that moment a PSQR is laid up. This PSQR is generally an official document regarding what is needed by the user. But we all now that it depends on the industrial capability of the developer or manufacturer to abide by the Qualitative Requirement. So a brain storming goes on in between the user and developer regarding what could be achieved among the laid down parameters. Based on the developers capability and capability users seek, a middle ground is decided and then GSQR is formulated.
But, if you are developing a system independent of user need on your own, you are not bound by PSQR. You could develop the system based on your capability and then present it to user for trial. For example, the ULH by Kalyani is designed by their own expecting an order from user. No such requirement has been put forward by Army to any domestic industry. So they are not bound by PSQR. So inspite of making a 6.7 ton gun, they do know that if asked, they could provide a 4 ton gun in future by replacing the steel components with Titanium alloy. But when Army would ask for an indigenous ULH alternative, a PSQR/GSQR would be formed and Kalyani would have to abide by it.
For this particular reason Govt wants private sector to participate in the development process instead of being just a production partner.
