This is Shaurya's trajectory, without BGRV it is impossible to have that range at that altitude.India is still working in 'Boost Glide Vehicle'. It is yet to be tested. Shaurya doesn't have a RV.
HSTDV is an scarmjet vehicle, not an RV.Flight altitude of Shaurya is 40 Km. So no question of RV. HSTDV is our boost glide vehicle.
Some improvements in ergonomic layout might be needed. The awkward way the soldier is sitting will be a strain

SHAURYA max range with reduced payload is 1700kms, so it can easily achieve that altitude. ICBMs achieve much higher altitude than the mentioned. HSTDV is a Scramjet vehicle, it doesn't need boost glide to sustain hypersonic flight it has Scramjet propulsion for that , boost glide is development on existing RV, HSTDV is a concept to prove the hypersonic sustained flight for 32 seconds at 20kms of altitude, zircon is an hypersonic cruise missile so as BrahMos 2, Shaurya has Ballastic glide reentry vehicle, like Wu14 from China. And moreover there is a difference between Hypersonic Glide and Flight. HSTDV is one designed for boosted hypersonic glide and Brahmos 2 is for hypersonic flight just like Zircon and Shaurya.

I think HeliNa missile launcher was named Dhruvastra or is it a separate air to surface missile given DRDO has serious naming problems with their systems. AEW&C, quadcopter & Network Traffic Analysis system developed by DRDO all have the same name I.e Netra.India has started work on a new Submarine Launched Cruise Missile in December 2017. Rs 981 crore allocated for the program that is to be completed by 2022, @nsitharaman informs parliament.
The newest DRDO program to get government sanction is - Dhruvastra - a new Air to Surface Missile Projected to be ready by 2021, allocated Rs 66.74 crore.
