No. Tapas has payload of only 350 kg. Akinci has 1350 kg. Tb2 has 150 kg.Different class of UAVs. Baykar Akinci is more comparable to Predator and Tapas.

Planes are compared on their size/weight class, not payload. Interesting tidbit here is, Predator has same wingspan as Tapas but has 5 times more payload capacity.

The advanced version of TAPAS BH-201 will include greater endurance of 3,000 km and service ceiling of 50,000 ft, in addition to the weapons ability to deploy a wider variety of weapons, and payload of 3,000 kg

My guess is tthat DRDO has been asked to make a reaper specsheet, where the 3k payload, 50k alt, range etc is coming from.
